The Office of Human Resources is pleased to announce an opening for the position of Senior Payroll Manager. This role is essential for overseeing all facets of the payroll function, ensuring the accurate and timely processing of payroll for all employees, including full-time, part-time, faculty, students, and temporary staff across multiple payroll cycles. The ideal candidate will possess strong leadership skills to effectively guide the payroll team while ensuring compliance with federal, state, and university regulations. Additionally, the Senior Payroll Manager will be responsible for implementing best practices in payroll processing. We invite qualified individuals to apply for this important role.
Key Responsibilities:
- Payroll Oversight: Develop, implement, and monitor payroll processes, forms, and reports to ensure efficient service delivery to employees, departments, and external agencies.
- Timely Payroll Processing: Ensure accurate bi-weekly and semi-monthly payrolls for approximately 6,000 employees, adhering to internal controls and compliance with tax laws, bargaining unit contracts, and university policies.
- Compliance Management: Monitor and ensure adherence to IRS regulations, FLSA, collective bargaining agreements, and state laws related to payroll.
- Tax Reporting: Oversee multi-state tax processes, including the design and implementation of accurate tax reporting and compliance systems.
- W-2 and 1095 Processing: Administer the annual W-2 and 1095 processing, ensuring timely distribution and compliance with all regulations.
- Salary Increase Administration: Manage the annual salary increase process for unrepresented employees and oversee union salary increases, ensuring accuracy and timeliness. Collaborate with IT to run query work/coding utilizing Salary Planner.
- Audit Management: Coordinate internal and external payroll audits, including communication with outside agencies and vendors.
- Collaboration: Work closely with SIUC staff, the SIU President's office, and the administrative accounting and budget office on payroll initiatives, compliance issues, and year-end reporting.
- Reporting and Analysis: Provide regular tax-related reports and general ledger postings, ensuring compliance with payroll tax law and benefit regulations.
- Process Improvement: Analyze and enhance payroll processes and procedures, implementing best practices and standardizing operations across payroll categories.
- Staff Management: Recruit, train, and supervise payroll staff, providing ongoing support and performance management.
- Unemployment Claims: Oversee unemployment claims processing and represent the university in unemployment compensation hearings.
- Leadership Interaction: Serve as the primary point of contact for senior leadership regarding payroll-related inquiries and requirements.
Salary is commensurate with experience. Generally, the starting salary will not exceed the midpoint.

Typical QualificationsMinimum Acceptable Qualifications:
1. Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration, Finance, or a field closely related to the position
2. Five (5) years of experience in roles with documented progressive responsibilities in payroll.
3. Must have experience managing and developing several employees at different education and experience levels.
Position is responsible to ensure internal controls are in place and in compliance. Incumbent must have sufficient knowledge and experience with all federal and state labor and payroll laws including immigration laws, FMLA, and IRS Code. Incumbent must be able to understand the Banner HR system, Argos, eprint, and the relational database effects of a shared enterprise system. Must have full understanding of accounting practices and procedures and understand state fund accounting and position control budgeting. Incumbent needs to understand, interpret and communicate applicable all state statutes, agency rules and accounting practices.
