The IT Technical Associate III - Project Manager III, will help ensure the continued support and success of various projects across the Office of Information Technology (OIT) units and divisions. This project manager will provider project oversight and leadership for important and critical initiatives. They have the responsibility of managing workers and resources, specific to the management and controlling of projects, typically within the OIT. As university needs dictate, and as assigned by the OIT, this position may also manage and control projects in other University areas or divisions.
This person interacts closely with university staff and executives in completing the required expectations and deliverables. Communications may occur via email, telephone, video conferencing, Microsoft Teams, Zoom, and / or in-person meetings. They must display excellent communication skills, always including a positive attitude and a high level of professionalism in action and appearance. The incumbent is required to be a productive, team-oriented participant in all project efforts, demonstrated through leading and mentoring others, as well as delivering project success.
This position is required to obtain and maintain a PMP certification through continuing education and earning Professional Development Units (PDU) within Project Management Institute guidelines. Position may also require occasional travel for training, conferences, and projects.
This position reports to the Associate Director of Project Management, who reports to the Chief Information Officer (CIO).
Examples of Duties
- Manages small to medium project teams from the University, OIT, and / or vendor organizations.
- Ensures that all projects be delivered on time, within scope and within budget.
- Prepare project plan; addressing scope, cost, quality, schedules, human resources, risk, communications, testing, change management, and procurement.
- Plan, execute, monitor, control, and close projects in accordance with PMBOK standards, industry best practices, and University policies and procedures, which include :
- Prepare and submit changes to budget, time to completion, and scope for approvals.
- Monitor project schedules, mitigate risks to schedule, and update, as necessary.
- Review and endorse project team members' time reports; coordinate and verify time submissions with functional managers as needed.
- Identify, monitor, and mitigate risks throughout the lifecycle of the project.
- Monitor quality of the deliverables and advise functional managers of defects.
- In accordance with the communication plan, prepare and submit project status reports.
- Plan, organize, schedule, and execute training as necessary within the project scope.
- Prepare and submit project closure documents for review and approval, including actual costs for later comparison with the original charter / planned estimates.
- Collect and compile project lessons learned for later review, search, and retrieval.
- Communicate with functional officers, departments and units, functional and technical staffs, external agencies, and consultants regarding project requirements, design, priorities, and implementation.
- Research, advise, and recommend various Project Management protocols, tools, and process improvements for the PMO, Office of Information Technology (OIT) and the University.
- Assists with the management of the CIO Project Portfolio, including;
- Gather and document project statuses by communicating with OIT and PMO project managers.
- Preparing project agendas and minutes for the CIO's priority projects.
- Gathers and reports weekly effort reporting from within the PMO and key project managers for the CIO's priority projects.
- Serve as a dedicated project manager, coordinator, and liaison to an assigned OIT unit(s).
- Provides user support to project managers utilizing the PMO tools and methods, demonstrating strong customer service, problem solving, and attention-to-detail in manual and automated methods.
- Demonstrates a growing knowledge of Project Management terms, concepts, and applications within the scope of his / her responsibilities.
- Plan, organize, schedule, and execute training as necessary within project scope or for other OIT initiatives.
- Conduct presentations of PMO tools and methods to OIT and University staff, faculty, executives, or students.
- Other OIT and PMO duties as assigned.
Qualifications
College course work in Information Systems and Technologies (IST), Computer Science (CS), Management, Business, Project Management, or a closely related discipline, as measured by the following conversion table or its proportional equivalent :
30 semester hours equals one (1) year (12 months)

Illinois Residency Requirement : Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position.
