The Southern Nevada Regional Housing Authority (SNVRHA) is recruiting a Family Self-Sufficiency Coordinator & HUD Housing Counselor to join our team. SNRHA provides affordable housing to low- and moderate-income households through its public and affordable housing programs. Position Summary

The Family Self-Sufficiency Coordinator & HUD Housing Counselor serve as a liaison and provide case management services to assist clients in becoming independent of public assistance programs. The Family Self-Sufficiency Coordinator provides housing counseling services to assist clients in becoming homeowners, including providing credit counseling services and managing the Individual Development and Empowerment Account/Workforce Initiative Subsidy.

Duties and Responsibilities

This position is accountable for performing the following duties and responsibilities, with or without reasonable accommodation.

  • Carry a caseload of FSS program clients; schedule and conduct regular meetings with program participants; and assist clients in maintaining and managing FSS contract obligations under HUD regulations and requirements.
  • Work with the Program Coordinating Committee (PCC) and local service providers to ensure that program clients are linked to supportive services to achieve self-sufficiency.
  • Provide a full range of FSS case management services on a regular, ongoing, and satisfactory basis: assess client needs, determine eligibility, and develop an Individual Training and Services Plan that identifies client needs and action steps necessary to meet the client’s goals.
  • Provide counseling to FSS clients, including referring them to community resources. Emphasize the value of building personal wealth through economic independence, self-sufficiency, and homeownership—counsel clients on resolving contract compliance issues.
  • Conduct comprehensive, individual counseling sessions to assess clients’ financial situation based on information supplied by the client.
  • HUD-certified housing Counselors provide vital information to homebuyers about down payment assistance programs and other low-cost financing options.
  • Conduct HUD-certified housing Counselor sessions requiring an analysis of the client’s unique financial situation. This includes, but is not limited to, a review of the client’s income, expenses, spending habits, home values, and use of credit; a comparative analysis of the client’s spending habits to determine if the client’s habits are more suitable for renting than owning; and establishing a household budget that the client can afford.
  • Review and provide information and advice regarding readiness and preparation for homeownership; Federal Housing Administration insured financing; housing selection and mobility; search assistance, fair housing, fair lending, and predatory lending; budgeting and credit; loan product and feature comparison; purchase procedures and closing costs; money management (does not include debt management plan programs); selecting a real estate agency; and home inspection. This may also include guidance on alternative sources of mortgage credit, down payment assistance, locating housing that provides universal design and visibility, how to apply for special programs available to potential homebuyers, how to purchase a home using the Section 8 Homeownership Voucher Program, and referrals to community services and regulatory agencies.

This position is eligible for participation in the collective bargaining unit (SEIC), representing certain SNRHA employees.

Minimum Qualifications

Minimum qualifications are intended to identify applicants most likely to perform successfully. Applicants who meet minimum qualifications are not guaranteed an interview; however, they are further assessed to determine how well they meet the position's minimum qualifications and the agency's immediate business needs. Applicants should possess the following:

  • High School diploma or GED equivalent.
  • Three (3) years of work experience in the social services program.

SNRHA utilizes Criteria for online employment testing. Successful candidates will be invited via email to participate in the testing for further consideration in the recruitment process. Failure to participate in the testing is considered a withdrawal by the candidate.

Preferred Qualifications

Preferred qualifications are desired above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials. Preference may be given to applicants who possess the following preferred qualifications:

  • Bachelor’s Degree in Social Services, Public Administration, or a related field.
  • Experience directly related to self-sufficiency programs.
  • Possess FSS and HUD Housing Counseling Certifications (or ability to obtain within one year of employment).
  • Experience assisting a diverse population of residents and tenants, including low-income, disabled, and elderly.

Screening and Selection

Applicants who meet minimum qualifications may be further considered. Minimum qualifications are used as a first step in identifying applicants who may perform satisfactorily on the job. Applicants who “meet” minimum qualifications are further assessed to determine how well (s) they meet the minimum qualification for the position. Evaluation factors include but are not limited to, a cover letter and resume, writing samples, pre-employment testing/assessments, panel interviews, references, performance evaluations, and background investigation.
