Minimum Qualifications:
- Bachelor’s degree in accounting, finance, or a related field (Master’s degree preferred).
- Certified Public Accountant (CPA) preferred.
- Must obtain School Treasurer & Encumbrance Clerk Certification within nine (9) months and maintain certification through continuing education.
Purpose of the Position:
The Finance Director administers and coordinates all financial operations for the district in compliance with Oklahoma school laws, Oklahoma Department of Career Technology Education (ODCTE) rules and guidelines, and SouthernTech policies and procedures.
Key Responsibilities:
Financial Administration & Compliance:
- Develop and oversee the district budget, ensuring compliance with the School Budget Act.
- Prepare and present financial reports for the Superintendent, Board of Education, and state agencies as required.
- Maintain in-house budget, budget amendments, and transfers during the fiscal year.
- Assist in identifying cost-saving opportunities and securing additional funding.
- Oversee financial reporting for the annual audit, including the Management’s Discussion and Analysis (MD&A) letter that ensures compliance with Governmental Accounting Standards Board (GASB) requirements.
- Maintain a working relationship with ODCTE’s Financial Services Division and ensure understanding of funding formula calculations.
Board & Administrative Support:
- Serve as District Treasurer, executing all duties required by law and the Board of Education.
- Prepare salary and benefits reports for administration and the Board.
- Provide financial guidance and recommendations on policies, procedures, and strategic initiatives.
Supervision & Organizational Leadership:
- Supervise and evaluate direct reports per district policy.
- Support and promote SouthernTech’s mission, vision, and strategic plan.
- Serve as the liaison between SouthernTech and insurance providers for property, vehicle, catering, and vending services.
Professional Development & Compliance:
- Participate in ongoing professional development.
- Ensure adherence to district policies, laws, and financial regulations.
- Represent SouthernTech in a professional and positive manner.
Skills & Competencies:
- Strong knowledge of Oklahoma school finance laws and federal financial aid regulations.
- Proficiency in Microsoft Excel, School ERP Pro, and financial reporting software.
- Ability to analyze complex financial data, identify trends, and make data-driven decisions.
- Excellent problem-solving, communication, and organizational skills.
- Ability to function effectively under pressure and manage multiple priorities.
Physical & Other Requirements:
- Ability to sit for extended periods and use a computer keyboard.
- Must have close and distance vision capabilities.
- Ability to lift up to 25 lbs.
- Must be able to operate a school vehicle for district-related travel.
- Must maintain a cooperative, professional demeanor and a customer-service mindset.
Work Environment:
- Primarily office-based, with occasional travel, including overnight and out-of-state trips.
