Job Description

Summary/objective

The Office for Compliance (ADA & Title IX) oversees ADA, Disability Services, and Title IX for Southern University at New Orleans. The Office ensures compliance with the Americans with Disabilities Act of 1990, its Amending Act of 2008, Section 504 of the Rehabilitation Act of 1973, Title IX of the 1972 Education Amendments, the Pregnant Workers Fairness Act, the Fair Housing Act of 1988, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the Louisiana Campus Accountability and Safety Act, and any other relevant federal or state laws or regulations.

The Assistant Director for Compliance will be sensitive to students, faculty, and staff, while establishing and maintaining a positive working relationship with constituents and colleagues. The Assistant Director for Compliance assists in ensuring that the University comply with the Americans with Disability Act of 1990, its Amending Act of 2008, Section 504 of the Rehabilitation Act of 1973, Title IX of the 1972 Education Amendments (pregnant and parenting students), the Fair Housing Act of 1988, the Louisiana Campus Accountability and Safety Act, and any other relevant federal or state laws or regulations.

The Assistant Director for Compliance primarily serves as the Disability Services Coordinator for University students. The secondary role is that of an investigator for compliance and human resources matters. The Assistant Director for Compliance works cooperatively as a member of the Office for Compliance (ADA & Title IX) under the director of the Director for Compliance.

*This position is funded in part by the Title III-B, Strengthening Historically Black Colleges and Universities (HBCUs) federal grant.As such, the Assistant Director will assist the Vice Chancellor for Enrollment Management and Student Success with implementing the objectives established in the Title III Program for this federally-funded activity.

Essential functions

  1. Assure that students eligible for disability services are provided equal access to all college instruction and programs in accordance with System policies, the Americans with Disability Act of 1990, its Amending Act of 2008, Section 504 of the Rehabilitation Act of 1973, Title IX of the 1972 Education Amendments, the Fair Housing Act of 1988, and any other relevant federal or state laws or regulations. This includes:
  • Conducting intake interviews with students with disabilities.
  • Reviewing disability documentation and develop individual student accommodation plans.
  • Planning, developing, and delivering comprehensive accommodations and services to meet the needs of students with disabilities.
  • Serving as an advocate for students with disabilities and supporting instructional faculty in transitioning students to the college environment.
  • Coordinating disability services testing for students with disabilities who receive testing accommodations.
  • Maintaining student’s disability services files.
  1. Develop and implement programming to educate the campus community regarding disability services procedures, policies, best practices, and current federal and state laws and regulations.
  2. Assist the ADA Coordinator in assuring that students, employees, and the general public eligible for accommodations are provided equal access to all college instruction and programs in accordance with System policies, the Americans with Disability Act of 1990, its Amending Act of 2008, Section 504 of the Rehabilitation Act of 1973, Title IX of the 1972 Education Amendments, the Fair Housing Act of 1988, and any other relevant federal or state laws or regulations. This includes:
  • Serving as the secondary point of contact regarding concerns and inquiries on ADA issues.
  • Assisting in the processes and requirements outlined in the Americans with Disabilities Act and Pregnant Workers Fairness Act Policy as assigned by the ADA Coordinator.
  • Assisting the ADA Coordinator with case and file management.
  1. Conducts prompt, thorough, impartial, and equitable investigations of reports of power-based violence and human resources matters for Southern University at New Orleans consistent with applicable laws and System and University policy and procedures.
  2. Responsible for keeping thorough, accurate, comprehensive records related to all assigned case investigations.
  3. Maintain investigative files.
  4. Assist the Title IX Coordinator with development, implementation, coordination, and conduction of educational programs and initiatives designed to educate and support students and employees of Southern University at New Orleans regarding their rights and obligations under Title IX of the 1972 Education Amendments, the Louisiana Campus Accountability and Safety Act, any other relevant federal or state laws or regulations, including reporting options/responsibilities, support services, System and University policies, and applicable disciplinary code, grievance procedures, and confidential resources, etc.
  5. Other duties as assigned.

  • Knowledge of the American with Disabilities Act of 1990, its Amending Act of 2008, and Section 504 of the Rehabilitation Act of 1973, Title IX of the 1972 Education Amendments, and the Louisiana Campus Accountability and Safety Act,

Required education and experience

  • Bachelor’s degree required.
  • Minimum of two years of experience in higher education and experience with students with disabilities.
  • One year of professional experience conducting formal complaint investigations involving issues of alleged harassment, discrimination, and/or sexual misconduct.
  • Excellent oral and written communication skills, including the ability to convey relevant information clearly in written reports.
  • Excellent interpersonal skills, including the ability to work effectively with individuals from underrepresented groups with understanding and sensitivity to issues experienced by individuals from diverse backgrounds.
  • Ability to work both independently and collaboratively, and to work on sensitive and stressful matters in a professional and confidential manner.
  • Demonstrated ability to accurately analyze and apply legal and policy standards to specific factual situations, to handle a significant caseload, manage multiple deadlines, and maintain detailed records.
  • Demonstrated commitment to diversity.
  • Ability to manage confidential information.
  • Demonstrated skills in the areas of conflict resolution, problem solving techniques, interviewing and investigation.

Preferred education and experience

  • Master’s degree preferred.
  • Law degree or legal training preferred.
  • Academic advising experience preferred.
  • Professional experience conducting investigations in a university setting.
  • Investigator training certification in harassment, discrimination, and/or sexual misconduct investigations.
