Qualifications
Required :
- Active TS / SCI clearance
- Bachelor's degree in a related field with minimum eight years of relevant experience
- Demonstrated experience in preparing RDT&E budget justification exhibits and supporting briefing material
- Demonstrated experience in managing POM, BES, and PB processes
- Experience performing detailed financial milestone analyses of technical programs, and in tracking execution in a collaborative team environment
- Excellent interpersonal and communications skills with the ability to develop effective working relationships with staff, peers, and the Government client
- Ability to analyze and prepare program control briefings, training sessions, and edit and interpret technical papers and prepare documentation accordingly
- Demonstrated creativity, foresight, and mature judgment in anticipating and solving problems in financial, administrative, and program management
- Proficiency with web-based research, financial databases, and modern PC computer systems and applications such as Microsoft 365, Word, PowerPoint, and Excel
- Able to work onsite full-time according to client needs

Responsibilities
The Financial Analyst will support the Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO). Will perform top-level Planning, Programming, Budgeting, and Execution (PPBE) analysis and prepare Research Development Test & Evaluation (RDT&E) budget justification exhibits for submission to Congress. The individual will lead the TTO Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President's Budget (PB) processes, coordinating with multiple program managers, financial teams, TTO executive leadership, and the DARPA Comptroller to develop and maintain an updated portfolio-level financial overview including budget documents and supporting staffer briefs. Will also assist the Government with a variety of other recurring and ad-hoc financial management tasks, to include monitoring and tracking financial execution (e.g., commitments, obligations, expenditures) versus program milestones, and designing / implementing adjustments as required. Successful candidates will apply on-the-fly problem solving and critical thinking skills to address challenges and unanticipated circumstances inherent to the financial management process.
