Qualifications
Required Qualifications :
Active TS / SCI clearance with CI Poly
Bachelor's Degree
5 years of Acquisition experience
Knowledge of the Federal Acquisition Regulations (FAR)
DoD or IC experience preferred
Must be able to work in a customer oriented environment providing quality service
Must be able to communicate clearly in written and verbal
Must be able to provide meeting notes that reflect the intent and direction of the government
Must be able to coordinate well and provide guidance and recommendations to the government regarding schedules, milestones and other efforts during their acquisitions
Desired Qualifications :
Experience with NRO and NRO Acquisitions
Knowledge of the NRO Acquisition Manual (NAM)
DAWIA level I or II desired

Responsibilities
Assist the Government in establishing NRO Division level contract strategy and managing implementation of strategic contract opportunities.
Provide advice, recommendations, and document support in all areas of the acquisition post-award phase.
Provide post-award acquisition support to Contracting Officer Technical Representative (COTR) for contract administration, modification, financial tracking, attending PMRs / BMRs and providing analysis of progress, and Award Fee management.
Provide contractual expertise in sole source and full and open competition contract / task order execution and administration for all aspects of contract management.
Provide contractual expertise in all types of contracting frameworks and CLIN types (IDIQ, BPA, standard, etc.; FFP, FFPLOE, CP, CPIF, etc.) contract / task order strategy, execution and administration for all aspects of contract management.
Champion NAM contract policy and COMM contracting procedures and recommend improvement areas to provide efficiencies.
Understand the business cases and have an appreciation of financial / analytical issues.
Analyze and make recommendation for contracting options to support significant, and / or unique program requirements, including rapid and / or streamlined acquisition processes, special provisions, or terms and conditions to ensure compliance with appropriate laws, regulations, and policies.
Lead and orchestrate new contract and contract modification processes, including supporting proposal requests and proposal review.
Assist NRO COMM Contracting Office with negotiation strategy and support negotiations on complex contractual issues.
Correspond with Government and developers regarding contract status, requests for additional information, etc.
Support contract budget functions for current year, out years and potential contract follow-ons.
