SPAARK, Inc. is currently seeking an APEX Developer to support our customer, the Federal Bureau of Investigation (FBI). This position is based in the Washington Metropolitan Area (WMA)/National Capital Region (NCR) at various FBI facilities.
PROGRAM SUMMARY:
- This position will support the Accounting & Technology Section (ATS) of the FBI. This section is responsible for administration and management of initiatives that are critical to the FFD and to the FBI’s overall financial management infrastructure. These initiatives encompass the selection, implementation, and sustainment of multiple Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), and custom applications, tools, and technologies needed to ensure the FBI’s mission.
JOB DUTIES:
- Continue development & testing of Zero-Based-Resource-Allocation (ZBRA)/Budget Administration Services Ensemble (BASE) activities which support “budget” & “procurement” integration enhancement activities prioritized by Government staff.
- Support FFD and the UFMS team with annual, CR, or special Budget loads, as applicable.
- Troubleshoot and mitigate/resolve reported issues (as prioritized by Government staff);
- Generate and maintain overall ZBRA/BASE architecture; design and build the “back-end” database and data structures.
- Design/code the functions/procedures for the application.
- Design and build data-driven interactive web-based applications using Oracle APEX.
- Design and conduct development-level testing and support demonstrations and training activities for ZBRA/BASE deliverables (as prioritized by Government staff);
- Administer production database; monitor error messages, “bug” & problem reports.
- Architect, design and build prototype applications as proofs-of-concept or to demonstrate enhanced functionality.
- Collaborate with the FBI Budget Section SMEs on enhancing the functionality of ZBRA/BASE and develop plans, system policies and procedure to more effectively satisfy the financial management needs of the FBI Director, FBI enterprise stakeholders, and the FBI Chief Financial Officer (CFO).
Qualifications
EXPERIENCE/SKILLS:
- Oracle Application Express (version 5.1 or higher) development experience
- Working knowledge of Oracle DDL syntax and PL/SQL language
- Understanding of, and experience with, Agile development methodology
CLEARANCE LEVEL:
- Top Secret
EDUCATION:
- Bachelor’s degree preferred
