Contingent Upon Award
As an Operations Research Analyst - Journeyman at SPAARK, you will provide professional services to The Federal Emergency Management Agency’s (FEMA) National Business Emergency Operation Center (NBEOC).
JOB DUTIES:
- Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making, policy formulation, or other managerial functions.
- Collect and analyze data and develop decision support software, services, or products.
- Develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.
Data Discovery and Analyst:
- Obtain and sustain national business and industry economic data and the impact of lifeline conditions in near real-time or within 12-hours of source reporting for location-based analytics.
- Obtain and sustain global supply chain insight in real-time or within 12-hours of source reporting for location-based analytics.
- Perform comprehensive analysis of firmographic and economic data sources to identify location, risks, constraints critical supply shortages, immediate needs, and any additional response operation(s) limiting factors to establish:
- Pre-disaster business and industry economic baseline assessment
- Pre-disaster global supply chain assessment
- Impacted business and industry economic assessment.
- Impacted global supply chain assessment.
- Post-disaster business and industry economic assessment.
- Post-disaster global supply chain assessment.
- Each assessment should be built from prior assessment to establish the delta from stabilization to degradation to stabilization and the transition from response operations to recovery operations.
- Assessment baselines and follow-on assessments will be used to measure response to recovery timelines and private sector stabilization timelines.
- Creation and maintenance of a database that houses past datasets and economic reports.
- Perform comprehensive analysis of firmographic and economic data sources to identify location, risks, constraints critical supply shortages, immediate needs, and any additional response operation(s) limiting factors to establish:
Data Mapping and Visualization:
- Prepare a transition plan that outlines the processes and steps involved in mapping the current system to the new system that minimizes downtime.
- Develop an interactive data dashboard (name subject to change) to display business and industry economic data and global supply chain data in near real-time to support location-based analytical products.
- NBEOC Data dashboard shall provide forward-facing business, industry, and global supply chain data at the following levels:
- National
- Regional (FEMA Regions 1-10)
- NBEOC Data dashboard shall be configurable at both National/Regional levels and updateable based on specific event(s) and/or FEMA leadership requests for information.
- NBEOC Data dashboard shall provide forward-facing business, industry, and global supply chain data at the following levels:
- Develop graphic/visual presentations that support data exportation and assessments with the following software:
- Microsoft PowerPoint
- Power BI
- Create detailed mapping and location-based analysis of impacted area(s) utilizing ArcGIS geographic information system software for the following:
- Pre-disaster
- Active disaster
- Post-Disaster
- Develop an interactive data dashboard (name subject to change) to display business and industry economic data and global supply chain data in near real-time to support location-based analytical products.
Communications, Technical, Training and Graphical Support:
- Develop communication products that provide business, industry, and supply chain analysis in narrative format to support graphic/visual presentations.
- Provide on-going technical support to ensure NBEOC Data dashboard maintains a 99.5% or higher availability rate.
- Respond and troubleshoot NBEOC Data Dashboard issues within 4 hours of the request.
- Develop training plan and standard operating procedure for NBEOC Data dashboard.
- Conduct initial training session for FEMA personnel and/or stakeholders as determined by the assigned Program Management Officer (PMO) or designee.
- Initial training session may be recorded for future use and provided as the initial training to additional personnel.
- Provide follow-on training as needed when significant dashboard upgrades/changes have been implemented.
- Subsequent training sessions may be recorded for future training sessions.
- Provide ongoing graphical support to ensure NBEOC Data dashboard, all developed presentations, infographics, deliverables, and others, are accessible to all audiences.
- Conduct initial training session for FEMA personnel and/or stakeholders as determined by the assigned Program Management Officer (PMO) or designee.
- Provide on-going technical support to ensure NBEOC Data dashboard maintains a 99.5% or higher availability rate.
Job Qualifications
EXPERIENCE:
- At least five (5) years of experience in/or applicable to the emergency disaster management field.
- Experience developing Geographic Information System (GIS) tools for data visualization and analysis.
EDUCATION:
- Bachelor’s Degree in a relatable discipline.
- Advanced degrees preferred
CLEARANCE LEVEL:
- Public Trust
