BASIC PURPOSE: This position is responsible for managing assigned project activities and processes (i.e., Tasks, Budget, Schedule) throughout the entire life cycle from inception through to ongoing operations, under the direction of the Director Project Management to meet desired benefit, and requirements and policies of Space Florida. Position will apply project management knowledge, skills, tools and techniques to project activities to deliver desired benefits.

ESSENTIAL ACCOUNTABILITIES or TASKS:

  • Manage project objectives and scope through progressive elaboration throughout the project life cycle.
  • Expect and manage change through the development and use of implementation processes that keep change managed and controlled.
  • Progressively elaborate high level information into detailed plans throughout the project life cycle.
  • Manage project team to meet the project objectives.
  • Monitor and control the work of producing the products, services, or results that the project was undertaken to produce.
  • Manage project success by managing the product and project quality, timeliness, budget compliance, and customer satisfaction.
  • Provide guidance to and collaborate with consultants, contractors, internal staff and other project stakeholders involved in Space Florida projects.
  • Develop forms, templates, and project assets to advance the activities and improve the processes to meet the project requirements.
  • Engage in regular communication with project team and stakeholders to keep all parties apprised of project status, issues, needed adjustments, and ensure everyone is working toward the same goals.
  • Identify customer requirements and project delivery risks. Manage, communicate and document project requirement information transfer between consultants, contractors, and other internal and external stakeholders.
  • Manage preparation of bid requirements and specifications for projects, equipment, and contracted services, including Statement of Work (SOW), Request for Qualifications (RFQ)/Request for Proposals (RFP)/Request for Bid (RFB). Participate in the contract negotiation process.
  • Prepare baseline scope, tasks, budget, schedule, and desired benefits for each assigned project.
  • Provide proactive project and process insights to management, customers, consultants and service contractors on any range of project related topics through the entire project life cycle.
  • Arrange, attend and participate in project kick-off meetings and ongoing project status meetings to obtain and provide information and process guidance.
  • Visit project sites as required to participate in meetings, conduct inspections, review compliance obligations, monitor progress and ensure milestones are progressing as documented.
  • Identify, evaluate and monitor project risks at any project stage and report new or escalating risks to Director Project Management.
  • Assist with development and improvement of processes, work management platforms, forms, templates, and other organizational process assets to meet the program objectives.
  • Develop, review, analyze and maintain project records and documentation, provide regular and ad hoc reports, and ensure project and process compliance.
  • Monitor, evaluate, analyze and report on project performance including adherence to project scope, budget, schedule, quality, risk management, and procurement to assure project status and issues are reported timely and appropriate corrective actions are taken.
  • Manage and track the project invoice receipt, approval, and payment process. Ensure project deliverables are received in accordance with contract requirements. Verify invoice accuracy for materials, equipment, and services, required payment authorizing signatures, and valid account charging information.
  • Review project documentation provided by client, consultants, contractors, and vendors to ensure compliance with Space Florida requirements for completeness and accuracy.
  • Review Purchase Order (PO) request documentation and prepare project related PO’s.
  • Execute PO closeout process upon receipt or completion of materials or services.
  • Prepare and process contract change orders and associated Purchase Order amendments.
  • Ensure the accurate and complete development and filing of all project information, documentation, meeting notes or minutes, test results, observations, progress reports, change orders, and any other process information related to assigned projects.
  • Record and document project funds spent versus project funds available and ensure that documentation balances with Accounting Department records and project documentation or investigate and reconcile variances.
  • Closeout and transition the completed project to tenant and/or operations to maintain continuous ongoing record of project activities and operations.
  • Assist with identification of audit and regulatory requirements for each project and monitor activity and results to verify approved processes are followed as per the contract.

MINIMUM QUALIFICATION REQUIRED:

  • Bachelor’s Degree in business, construction, engineering, architecture, or other relevant discipline.
  • Demonstrated knowledge of and experience in project management.
  • Excellent verbal and written communication skills and demonstrated customer-facing skills to include explanation of processes, project requirements, regulatory requirements, schedule changes and similar matters.
  • Solid organizational skills including attention to detail and multitasking skills.
  • Proficiency with Microsoft Office products including Word, Excel, PowerPoint, Projects, Visio, Auto Cad or other productivity software.

Preferred Qualifications

MBA, Professional Engineer, Registered Architect, or PMP Certification
