The United States Space Force (USSF) Space Systems Command (SSC) Strategic Missile Warning Ground Acquisition Delta (SNG) is searching for a Branch Chief and Lead Systems Integrator at Los Angeles Space Force Base, California (NH-0801-03, GS 14 / 15 equivalent).

Description :

The Branch Chief and Lead Systems Integrator will be the lead driver for multi-segment delivery of Missile Warning / Missile Defense (MW / MD) performance. Plan, manage system / enterprise requirements, guide end-to-end testing / verification, assure mission delivery, and sell off and transition MW systems capability to operations. Develop end-to-end Mission Integration Plans and System of Systems Schedules. Align all System / Segment providers to a common schedule. Manage integration "choke points" (i.e., integration pipeline) for Government decisions. Coordinate all mission integration efforts across all stakeholders. Monitor Lines-of-Effort (LOEs) / Segment Integration and help identify and resolve issues. Lead integration of multiple Systems to achieve Enterprise MW / MD Mission capabilities. Enable / manage joint test across the member Systems in the Enterprise. Assess performance, perform gap analysis, develop recommendations for architecture and / or cross-enterprise operating concepts. Provide a single accountable point to manage and integrate changes.

The ideal candidate has proven leadership in developing and integrating satellites and complex ground systems. Deep understanding of Overhead Persistent Infrared (OPIR) mission. Ability to integrate and summarize complex technical issues for timely presentation to senior leadership (e.g., Senior Materiel Leader, PEO, MDA) to support decision-making. In-depth understanding of system and sub-system designs and architectures. Ability to lead the conduct of enterprise end-to-end performance models of the system combined with a continuous technical effort to update and validate system models, using testing and engineering data. Quantitative understanding of how related legacy systems or the system being upgraded are used and how they perform operationally (e.g., reliability / availability, key performance metrics).

  • Minimum master's degree in engineering or science field
  • Strong OPIR mission and end-to-end systems expertise (highly desired)
  • Experience with satellite systems, payloads, and complex ground systems through development
  • Demonstrated technical and leadership abilities to lead multiple contractors and Government teams to achieve the following : Detailed understanding / management of both sides of internal & external interfaces (e.g., ICDs), Planning and coordinating test events with external and internal agencies, Maintaining the system baseline and configuration management, Developing and testing of Mission Threads and cross mission trades where beneficial, Managing giver / receiver tasks internal and external to the system, Planning complex integration events (who, what, when, where, why), Space / ground hardware and software development and integration, Developing and managing a System of Systems Integrated Master Schedule and Resolving complex problems and investigations including, failure investigation and analysis
  • Key Skills and Abilities :

    1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.

    2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and / or influence systems acquisition, development, and / or sustainment, and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.

    3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and / or support of systems, subsystems, or equipment.

    4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.

    5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.

    6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

  • This position is on-site and ineligible for remote work.
  • Employee must be able to obtain and maintain a Top-Secret w / SCI clearance.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • This is a Supervisory position being filled.
  • A professional engineering degree at the bachelor's level from an ABET accredited institution is highly desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
  • This is a Critical Acquisition Position (CAP).
  • This position is subject to Temporary Duty Assignment (TDY) : Approximately 15 days per year.
  • Position will close in 5 business days or 75 applications (whichever comes first).
  • This position may be designated as an acquisition position covered by the Acquisition Professional Development Program (APDP).
