IT Manager - Information Security and Network Services Branch

STScI is located on the Johns Hopkins University Campus in Baltimore, MD. STScI is seeking an Information Security and Network Services Branch Manager, who will be responsible for the Institute’s information security, data and voice networks, and identity management infrastructures. You need strong leadership skills to motivate and inspire staff as well as influence strategic technology and business decisions. You also need to be current in information security, networking, and identity management practices. Your responsibilities in this role include:

• You work as an integral part of the IT Service Division Management Team in support of improving the breadth and depth of the IT staff’s contribution to the missions of STScI. This includes leadership, strategic planning, project and portfolio management, service development, and operations.
• You manage a staff of approximately 10 security and network architects, engineers, and administrators.
• You lead engineering, implementation, and support of information security and networking solutions and processes.
• You proactively protect the integrity, confidentiality, and availability of STScI’s information technology resources.
• You lead development, implementation, and operation of network architectures that ensure the proper balance between business needs, performance, cost, and information security.
• You lead development, implementation, and operation of security solutions including firewalls, VPNs, intrusion detection and prevention, data loss prevention, anti-malware, vulnerability management, and SOAR (Security Orchestration, Automation, and Response) solutions.
• You lead technology compliance and security reviews to ensure systems meet policies and standards as defined by government-mandated compliance standards.

Requirements & Qualifications:

A bachelor’s degree, preferably in the field of information systems or computer science and a minimum of 10 years of progressive and dynamic technical experience in the networking and information security domains and at minimum of 5 years of leadership experience.  Substitution of additional relevant education or experience for stated qualifications may be considered. 

• A risk-driven mindset to proactively identify and communicate risks, and collaborate with others to develop effective mitigation strategies
• Experience in Incident Response Management
• Experience in networking architecture
• Experience in implementing and maintaining robust security measures across AWS infrastructure, utilizing services like IAM, VPCs, and security groups to protect sensitive data and applications, ensuring compliance with industry security standards
• Leadership experience with information security and networking.
• Experience in collaborating with many technical areas including, but not limited to, Service Desk, Operating System administrators (macOS, Linux, Windows), and AWS Engineers.
• Identify areas for opportunity and hold teams accountable for achieving objectives.
• Experience with design and implementation of US Federal Information Security Modernization Act (FISMA), Department of Defense Information Technology Security Certification and Accreditation Process (DITSCAP), or Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) security requirements.
• Ability to establish and maintain effective working relationships across STScI and with external partners, including vendor management and effective negotiation skills.
• Effective resource management of team members, including tracking and prioritizing of staff assignments.
• High level security certifications such as Certified Information Systems Security Professional (CISSP) or GIAC Security Leadership Certification (GSLC) required.
• Experience with ITIL. Certification preferred
• Experience with modern project management practices. Certification preferred
• Network certifications such as Cisco Certified Network Associate (CCNA) or CompTIA Network are a plus.
• Excellent management, customer service, and communication skills, both verbal and written
• Effective skills in conflict identification and resolution.
• The ability to continue a culture of mentoring and expectations of continuous skills improvement among team members.

Salary range is $145,000 - $170,000. Compensation is commensurate with education and experience. Our excellent benefits include:
