POSITION SUMMARY
The Subdivision Team Lead, reporting to the Current Planning Development Manager, oversees subdivision plat reviews with the County’s Current Planning Program. Responsibilities include managing the Subdivision Team, reviewing plats and site plans, coordinating Planning Commission meetings, and supporting development projects. This role involves interpreting ordinances, coordinating information with various development stakeholders, and participating in evening meetings.
ESSENTIAL DUTIES
- Performs proficient project management, problem-solving, and teamwork within the Current Planning Division;
- Reviews plats and site plans to ensure compliance with local ordinances and regulations;
- Supervises subordinates, manages workload, and conducts performance evaluations;
- Leads and participates in tasks related to subdivision of property, land development, variance applications, and zoning;
- Prepares materials and presents staff reports at Planning Commission meetings;
- Handles complaints, inquiries, researches developments, and provides excellent customer service;
- Leads pre-application and Collaborative Development Review meetings;
- Contributes to the evaluation and amendment of development ordinances;
- Maintains departmental documents, develops website materials, and assists with staff training;
- Conducts research, analyzes data, prepares reports, and presents findings to relevant bodies;
- Consistently reviews and improves division policies, procedures, and service delivery methods;
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Must be physically able to operate various office machines including computer, multi-line telephone, scanner, copier, etc. Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work, involves sitting most of the time, but may involve walking or standing for periods of time. Work involves climbing, bending and stooping for short periods of time. Must be able to lift and/or carry weights of 5 to 15 pounds. Requires the ability to: speak and/or signal people to exchange information, read and prepare various legal documents, using proper format, establish and maintain effective working relationships, successfully work with staff and external stakeholders, and balance different perspectives.
EDUCATION AND EXPERIENCE
Required:
- A Bachelor’s degree in planning, urban design, or closely related field
- A minimum of four years work experience in a planning related field.
- Or an equivalent combination of education, training and/or experience that provides the required knowledge, skills, and abilities.
Preferred:
- Experience with Development Review and Permitting Software.
LICENSE / CERTIFICATION and OTHER REQUIREMENTS
- All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
- Required valid driver’s license issued in South Carolina.

Pay: $59,915.00 - $71,500.00 per year
