JOB DESCRIPTION
TITLE: Chief Personnel Officer
FLSA: Exempt
General Summary
Under limited direction plans, develops and implements all district human resources management functions. Plans, directs and oversees employee recruitment, selection, onboarding retention employee relations, compensation, benefits, trainings, legal compliance, policy/procedures, and performance management. Assists the Superintendent in the development of strategic planning, policy development and implementation of objectives.

Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES.
- Facilitates the screening, interviewing, selection, onboarding and placement of professional personnel as well as other support staff.
- Assists with the preparation of the Board agendas for professional and classified personnel items to include recommendations/appointments, transfers, resignations and retirements.
- Coordinates the planning and execution of the district’s recruiting efforts.
- Coordinates onboarding, workshops and awards celebrations for district employees and prospective candidates throughout the school year.
- Facilitates the administration of data input in the following comprehensive state information systems: SC Educator (Certification Portal), SC LEAD, ADEPT Specialty Areas, Moodle Evaluator Certification and System, and the state-wide application (CERRA).
- Overseas and coordinates all aspects of the district’s evaluation programs.
- Responsible for creating and updating job descriptions for professional and classified positions.
- Projects salary and assigns salary for classified and administrative positions throughout the district.
- Works with the Chief Financial Officer to annually review district salary schedules and conducts a salary schedule review as needed.
- Facilitates the employee intent data collection as well as professional recommendation process. Works closely with the Superintendent, Assistant Superintendents, Directors, and Principals to compile professional personnel recommendations based on performance, contract status and needs of the district.
- Facilitates the preparation and distribution of professional contracts and ADEPT Notifications, as well as written correspondence for professional employees regarding recommendation/non-recommendation for employment and contractual conditions.
- Assist principals in recommending contracts/agreements that include professional growth plans for both professional and support staff.
- Oversees the district’s on-line application program and routinely updates and manages job postings.
- Assists principals in making personnel recommendations through the application process.
- Oversees the district’s transfer process and coordinates reduction/reassignment of staff when needed.
- Works with principals to maintain certification compliance with all professional staff to include reciprocity candidates and alternative certification applicants.
- Assist in the preparation of the annual budget for Personnel Services.
- Coordinates and oversees the district’s new hire orientation program and maintains the district’s employee handbook for all employees.
- Works with employees and principals to ensure compliance with regard Board policy and procedures as it relates to personnel (grievance, renewal or non-renewal of contract, evaluations, transfers, workers compensation, reduction in staff and other issues that may arise).
- Projects a positive image for Spartanburg School District Two through Personnel Services operations.
- Coordinates all school-level extra-curricular supplements and contract addendums.
- Oversees the district’s Teacher of the Year Program and Giving Campaign Drive.
- Facilitates the placement of clinical, practicum students, intern certificate candidates and student teachers from local colleges and universities.
- Reviews and approves all memorandum of understandings/contracts that deal with personnel.
- Coordinates the district’s substitute application process.
- Coordinates the district’s recruitment fair and substitute workshops throughout the year.
- Assists in the development of new board policies and regulations and in the revision of old/outdated policies and regulations.
- Coordinates the administration of the district’s employee benefits packages.
- Perform such other tasks and assume such other responsibilities as may from time to time be assigned by the Superintendent.
SUPERVISORY RESPONSIBILITIES:
Supervises and provides leadership for all district school and facilities.

EDUCATION and/or EXPERIENCE:
- Secondary Certification with at least five (5) years of successful building level experience
- District-level experience preferred
- Earned master’s
Knowledge:
Knowledge of the policies, procedures and activities of the school district which pertain to the specific duties and responsibilities of the position.
Working Conditions:
Office environment with limited exposure to environmental conditions. Physical demands are restricted to general office activities requiring movement/lifting items weighing up to twenty-five pounds. Routine local or regional travel required; occasional overnight travel required. Requires ability to work under a degree of stress related to duties that require considerable attention and meeting deadlines. Duties of the job require frequent use of a computer monitor and related equipment.
