POSITION: Special Education Data Manager
GENERAL STATEMENT OF DUTIES:
The Data Manager for Special Education is responsible for overseeing the reporting, management, and synchronization of all special education-related data within various systems. This position involves maintaining accurate and up-to-date data across multiple platforms, including MOVEit, MOIEP, and PowerSchool. Additionally, the Data Manager supports the Special Education department with custom programming, technical support, and database management, ensuring data accuracy, compliance, and timely submissions. Key responsibilities also include providing support to special education staff, including technical assistance with MOIEP and troubleshooting hardware/software issues.
ESSENTIAL FUNCTIONS INCLUDE:
- Provide comprehensive SSIS data files to the Maryland State Department of Education on a yearly and quarterly basis, including SSIS active-child counts, SSIS exit counts, Indicator 11 (initial eligibility determination), Indicator 12 (infant/toddler transition), and Indicator 13 (post-secondary goals).
- Maintain and validate all special education data on MOVEit, MOIEP, and PowerSchool servers, ensuring synchronization of demographic data and special education flags.
- Develop and maintain custom software to synchronize and exchange data between MOIEP, PowerSchool, etc. ensuring seamless data integration and nightly updates.
- Manage enrollment data, including maintaining accuracy of enrollment status, annual reviews, evaluations, and special education service details.
- Handle student transfers in and out of special education, including coordination with other Maryland County Data Managers and pushing student profiles to receiving counties.
- Prepare and submit timely, accurate data files for submissions such as IND-8 (parent surveys), IND-13 (secondary transition), EOY Exit/Graduation counts, and October-1 Child count.
- Oversee validation of special education data, including Least Restrictive Environment (LRE) compliance, service start/end dates, and updates to PowerSchool for ALT-DLM, RISE, and Maryland Certificate of Program Completion statuses.
- Provide individual consultation and assistance to special education teachers and related service providers regarding IEP updates, and compliance with state regulations.
- Manage and update the in-house special education SQL server to integrate with the state’s MOIEP SQL server for enhanced reporting and data extraction capabilities.
- Work closely with CTE/JHU to develop and update SQL scripts that extract and format data for RELAY, the new Medical Assistance Billing system.
- Offer extensive database support and troubleshooting assistance during PowerSchool upgrades and other system transitions.
- Manage all 504 data fields within PowerSchool’s Special Programs sub-system.
- Ensure real-time synchronization with PowerSchool SIS TIEnet and custom/special education screens.
- Specific IEP and 504 compliance data fields/flags are shared across two PowerSchool SIS screens.
- Act as the sole authority to manage these screens and ensure an understanding of how IEP and 504 data elements interact.
- Ensure accuracy of data values sent to MSDE via WCPS Data Manager.
- Other duties as assigned by Special Education Administration.
QUALIFICATIONS:
- High school graduate (some college coursework or equivalent preferred).
- Two years of experience as a data manager, windows application programmer, or IT support engineer, with specific experience in special education data systems.
- Extensive knowledge of computer systems, commands, peripherals, and various operating systems.
- Strong familiarity with data management policies, procedures, and best practices for maintaining compliance with local, state, and federal regulations.
- Experience with SQL databases, particularly in managing large data sets and custom report generation.
- Ability to troubleshoot and resolve hardware and software issues, exercising independent judgment to correct data errors or omissions.
- Strong communication skills to effectively collaborate with school personnel, and central office staff while maintaining confidentiality.
- Ability to work accurately under tight deadlines and handle sensitive data with discretion.
DUTY YEAR AND SALARY:
This is a 12-month benefitted position. Salary will be based on experience and education. Salary range $42,627 - $76,749 (S-09).
