BASIC FUNCTION & RESPONSIBILITY: Coordinate, plan, facilitate, and prepare compliance documents for students eligible for services under Section 504 of the Rehabilitation Act.
QUALIFICATIONS:
Education/Certification:
- Bachelor’s degree from an accredited college or university
- Master’s degree in Special Education preferred
Special Knowledge/Skills/Abilities:
- Knowledge of Texas Essential Knowledge and Skills (TEKS)
- Knowledge of curriculum design, implementation, evaluation, and refinement
- Knowledge of effective instruction and evaluation methodologies
- Knowledge of continuous improvement processes
- Knowledge and understanding of complexities of building collaborative structures in the educational environment
- Knowledge of Section 504 Services
- Knowledge of Cognitive and Achievement Assessment Procedures
- Knowledge of Dyslexia Assessments

Instructional Management:
- Provide consultation to teachers in implementing strategies and accommodations under Section 504 of the Rehabilitation Act.
- Facilitate 504 committee meetings to develop appropriate Instructional Accommodation Plans to support students with disabilities eligible under Section 504.
- Support the implementation, monitoring and/or evaluation of assigned programs for elementary and secondary education, curriculum, and/or instructional support, and ensure that assigned programs are efficiently and effectively administered.
- Support and participate in meeting the objectives of the campus/department improvement plans.
Student Management:
- Monitor referrals to Section 504 services and/or Dyslexia Services.
- Investigate and interpret records from previous districts for transfer students to ensure that students are provided with appropriate accommodations upon enrollment.
- Assist campuses in resolving parent/student issues and concerns in a timely manner.
- Assist in managing student behavior in accordance with Student Code of Conduct and student handbook.
Management of Administrative, Fiscal and/or Facilities Functions:
- Schedule 504 meetings, including: Manifestation Determination Reviews, Annual 504 Meetings, 504 Review Meetings, and Initial 504 Meetings, within state, federal, and local guidelines, and notify parents of the 504 meeting.
- Respond to parent and staff requests for 504 meetings in accordance with federal, state, and local policies and procedures.
- Prepare 504/ARD calendar for distribution in a timely fashion.
- Notify all appropriate school personnel of 504 meetings/504 schedule changes.
- Turn in lists, forms, and data as requested.
- Assist campus staff in coordinating the completion of the behavior management plans for eligible students.
- Meet timelines within Texas Education Agency guidelines.
- Complete 504 paperwork and monitor 504 paperwork completed by campus personnel.
- Maintain thorough documentation regarding significant problems, 504 schedule changes, etc.
- Follow end of year procedures for folder transfer, summer testing, etc.
- Complete written reports, required forms, PEIMS, and interdepartmental communication in a timely and accurate manner.
- Attend Special Programs and Services Department staff meetings.
- Assist campus administrator (s) to ensure compliance with mandates for due process guaranteed to students eligible for services under Section 504 of the Rehabilitation Act and state law; ensure compliance with local policies and procedures outlined for this population.
- Coordinate departmental activities with other District offices and administrators and provide assistance to requesting departments.
- Follow District and department policies and procedures.
Organization Improvement:
- Analyze critical needs in assigned areas and work collaboratively to implement and improve programs.
Professional Growth and Development:
- Attend regular trainings/meetings to maintain working knowledge of Section 504/Dyslexia regulations.
- Develop and provide training for campus and District staff regarding Section 504 meetings.
- Participate in professional development that increases effectiveness and improves District performance.
Texas Academic Performance Indicators and Campus Performance Objectives:
- Support the administration of state-mandated testing at campuses in compliance with state and federal guidelines.
- Monitor and review campus test data and use findings to assist with planning corrective action for the affected group of students and/or campuses.
School/Community Relations:
- Articulate the District's mission to the community and solicit support in recognizing the mission.
- Demonstrate awareness of district/community needs and initiate activities to meet those identified needs.
- Project a positive image to the school and the community.
- Interface with governmental agencies, business and civic organizations, and the community to provide needed information and to promote the District's initiatives.
Organization Morale:
- Use facilitation practices to promote collegiality, teamwork, and collaborative decision making among staff members.
- Utilize conflict mediation strategies to reach agreement/consensus in the development of Instructional Accommodation Plans for 504 eligible students.
- Communicate the Department’s vision for educating students with Disabilities.
- Foster positive morale by participating in team building activities and the decision-making process.
- Communicate and collaborate with campus/department staff to enhance service delivery, program development, and customer satisfaction.
- Other Responsibilities:
- Comply with policies established by federal and state law, including but not limited to State Board of Education and local Board policy.
