The Supervisor of Special Education under the direction of the Director of Special Services, administers and supervises services for students with various disabilities. Implements federal, state, and local policies and procedures related to students with disabilities; serves as liaison to administrators and instructional staff members in regard to student needs. Ensures success for all students and promotes best practices for instructing students with disabilities across the continuum of placements. The Special Education Supervisor will disseminate best practices in the field, serve as the LEA, assist with case management, conduct and attend IEP and program related meetings.
Education and Experience required:
- Master’s Degree in a related field of education.
- Knowledge of various service delivery models to support the needs of students with disabilities.
- Three years of teaching/educational specialist experience required.
- Three years of experience as a Special Services supervisor preferred.
- PA Certification in one of more of the following areas: Supervisor of Pupil Services, Supervisor of Special Education, Principal and/or Superintendent Letter of Eligibility
- Knowledge of PDE curricular standards preferred.

SUMMARY: Under the direction of the Director of Special Services, the Special Education Supervisor administers and supervises services for students with various disabilities Implements federal, state, and local policies and procedures related to students with disabilities; serves as liaison to administrators and instructional staff members in regard to student needs. The Special Education Supervisor will disseminate best practices in the field, serve as the LEA, assist with case management, conduct and attend IEP meetings.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Works closely and collaboratively with IEP Teams including Families, to ensure the provision of services for students with disabilities within comprehensive and special school settings.
- Supervises and evaluates instructional specialists and other special education support staff members.
- Receives and responds to requests from principals and school-based staff members for support regarding the identification, evaluation, and placement of students.
- Works closely with school-based and central services staff members and parents/guardians, to identify appropriate academic interventions and strategies to improve the performance outcomes of students with disabilities.
- Provides leadership for a team of instructional specialists and program support staff members to collect, monitor and analyze data related to school-based consultations for students with disabilities.
- Plans and delivers districtwide professional learning opportunities for teachers and paraeducators working with students with disabilities.
- Monitors enrollment in district programs serving students with emotional and behavioral needs, intellectual disabilities, and global learning needs; collaborates with the Director of Special Services to develop budgets, allocate staffing, and secure necessary resources.
- Responds verbally and in writing to parent inquiries regarding services to students with IEPs.
- Attends and provides leadership at student-related meetings, IEP team meetings, parent conferences, parent support meetings, and other meetings as required.
- Responds to and prepares written correspondence to principals and community members at-large regarding the provision of special education services for students with IEPs.
- Assures that staff members, principals, and teachers are informed of changes in laws, regulations, and policies.
- Demonstrates the ability to interpret and implement knowledge of federal and state special education standards, and Council Rock School District Board Policies
- Demonstrates the ability to successfully address emergency situations that pose a risk to the well-being, safety, and security of students and staff.
- Represents the Department of Special Education Services on local and state committees.
- Participates actively as a member of the leadership team of the Superintendent, Office of Special Education.
- Responsible for compiling and maintaining all reports, records, IEP’s etc. that are legally required and useful to program management.
- Assist in the referral evaluation, placement, assignment, and re-evaluation of students with regard to Special Education programs.
- Establishes and maintains standards of student conduct and assist in student discipline as necessary.
- Performs related duties consistent with the scope and intent of the position.
GENERAL REQUIREMENTS:
Must have expertise and knowledge in the following areas:
- Knowledge of various service delivery models to support the needs of students with emotional disorders, various learning needs, and intellectual functioning needs across the continuum.
- Extensive knowledge of best practices in special education instruction for students.
- Ability to work effectively with staff members, parents/guardians, and students.
- Ability to collect and analyze data. Excellent organizational and managerial skills.
- Ability to work independently, problem solve, and use appropriate resources.
- Demonstrate competence in evaluating, observing, and supervising teachers.
- Excellent oral and written communication and human relations skills.
- Collect, analyze, interpret and utilize data and information from multiple sources at the student and building levels in order to: connect compliance activities and requirements to substantive delivery and monitoring of special education services and student progress; support school teams in the identification of the appropriate type and level of supports for students.
- Facilitate improvements in the implementation of the special education instructional program and improve student outcomes.
- Provide information relevant to state complaints, resolutions sessions, due process hearings and settlements.
EDUCATION and/or EXPERIENCE:
- Master’s Degree in a related field of education.
