General Description
The Weatherization Inspector performs residential building energy efficient inspections, assessments, maintenance/repair work, assists with the completion of construction projects, and maintains neat and accurate work documentation for compliance with our contracts. This job class exercises responsibility for performing a wide variety of inspections, assessments, maintenance, repair, diagnostic testing, paperwork documentation, and construction tasks at the expert/distinguished level without supervision.

Employees will abide by Community Service & Development (CSD) State contract & documents associated with Low Income Home Energy Assistance Program (LIHEAP) and Department of Energy (DOE) contracts, and any other contract(s) & documents taken on by Spectrum Community Services, Inc. Employees will comply with the Contractors State License Board (CSLB) rules and regulations, and follow the direct tasks and duties given from the Responsible Managing Employee (RME) to the General Building License associated with Spectrum Community Services, Inc.

Primary Responsibilities
Responsibilities may include, but are not limited to, safe and proper completion of a wide variety of maintenance, repair, and construction projects as listed below:
- Residential dwelling building inspections
- Residential dwelling building assessments
- Residential Energy Modeling (REM) Audits for residential dwellings assessed
- Building maintenance and repairs, and installation of energy conservation measures.
- Weather-stripping of doors and windows.
- Installation of attic and sub-floor insulation.
- Window and door repair and replacement.
- Appliance installation.
- Diagnostic testing.
- Installation of lighting and water reduction/energy conservation measures.
- Safe operation of hand tools, power tools, vehicles and diagnostic equipment.
- Clean and maintain the warehouse, office, and vehicles as required.
- Thorough, accurate and timely documentation of all work.
- Legible, accurate and detailed paperwork.
- Educate our clients on measures installed and diagnostic test results.
- Attend required staff meetings, 1:1 meetings with appropriate supervisor, training sessions and special events in person and virtually.
- Work with Spectrum Information Technology specialists to resolve technical issues and maintain Spectrum owned electronic equipment.
- Assists the Resource Coordinator with material socking and relocation, recycling, and other warehouse tasks.
- Other assigned duties.
We Need Someone Who Has
- Skilled/advanced level of residential construction experience.
- Skilled/advanced level of familiarity with hand, power tools, and diagnostic equipment.
- Expert/distinguished level of understanding the Technical Reference Manual (TRM) and all CSD weatherization forms.
- Cooperative and willing to assist other Spectrum team members and our clients.
- Exceptional reading and writing skills, ability to communicate in writing to others.
- Attention to detail.
- Expert understanding of construction math.
- Valid CA driver’s license Class C with record acceptable to our insurance carrier.
- Must be able to read, speak and write English fluently.
- Ability to follow verbal and written instructions in English.
- Advanced/expert computer skills: email, mobile applications, photos, etc.
- The ability to pass an annual human performance evaluation (physical abilities test)
- The ability to work on ladders and at heights greater than 6’.
- The ability to work in crawl spaces and attics of residential dwellings.
- Possess the following certifications:
- Environmental Protection Agency (EPA) Lead Renovator Repair Professional
- Cardiopulmonary Resuscitation (CPR) Certification
- Pass an annual physical abilities test

- Previous LIHEAP or DOE weatherization installation and assessment experience.
- Completed Apprenticeship Certification: HVAC, Framing, Electrical, Plumbing, or Glazing.
- Excellent customer service skills and experience working with the public in diverse communities.
- Experience with weatherization measures and energy efficient technologies.
- National Electric Code (NEC) certification.
- Previous experience working for a non-profit organization.
- Active or inactive California Contractor State License Board license in General Building (B), or Speciality Contractor (C).
- Bilingual (Spanish, Mandarin, Cantonese, Farsi, other).
- Previous experience working for a non-profit organization.

- This work requires the following physical activities: climbing, bending, stooping, kneeling, twisting, reaching, sitting, standing, walking, lifting up to 75 lbs.

- Requires finger dexterity for power tool usage (skill saw); grasping and repetitive motions; writing and keyboard skills.

- Hair must be kept away from tools and face.
