The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; and improving relationships, interaction and practical cooperation with partners, nations and international organisations. ACT therefore leads Alliance concept development, capability development, training and lessons-learned initiatives and provides unfettered military support to policy development within NATO.

Capability Development & Management Support (CDMS)
DCOS Capability Development (CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and coordination of the activities and resources of the Capability Development Directorate.
The Requirements Division will execute all tasks and activities needed to support requirements management for NATO capabilities
The Capability Requirements (CR) Branch will develop the Capability Requirements Brief and recommended courses of action to resolve issues through the life cycle management of requirements using matrixed, cross-functional project-specific Requirements Management teams.
The Requirements Forward Branch (Mons) is responsible for conducting requirements development and management representation and engagement-related functions in Europe.
The Capability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with management entities, NATO Headquarters staff and the NATO Governance Structure
The Capability Forward Branch (Mons) coordinates with ACO, NCIA, NSPA, NATO HQ, territorial Host Nations, and NATO Centres of Excellence (COEs) to support the development of capabilities.
Strategic Plans and Policy (SPP) supports Allied Command Transformation in formalizing military advice to shape future military strategy, political guidance, and other policy documents supporting NATO’s strategic objectives.
Role Background
The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously. The Strategy Management Branch is responsible for the cross-functional coherence of ACT’s Programme of Work including risk identification and its subsequent management. In the wider NATO context, the Branch is the POC for the integrated objective-based midterm planning. It is also the POC for management and governance modernization within the Alliance. These responsibilities translate into three broad areas of activity: Resource Planning and Policies, including Resource Reform; Internal Management coherence, performance analysis, and management in support of the ACT executive boards. This includes organizational development, risk management and portfolio, programme and project (P3) management activities. The ACT Risk Manager serves within the Strategic Management Branch.

Role Responsibilities
- Subject Matter Expert (SME) and technical lead for Risk Management within ACT under the supervision of TSC MPXX 0220.
- Responsible for the development and implementation of Risk Management methodologies and procedures, aligned to recognized industry standards.
- Development and delivery of Risk processes, and associated training, across HQ ACT, subordinate commands and outlying stations.
- Liaise and facilitate information flow/exchange with NATO Military Authorities and Agencies to ensure convergence of ACT and NATO-wide Risk Management methodologies and tools, maintaining an awareness of developments in associated commercial standards, practices and emergent technology.
- Provide Risk Management advice and SME support to the ACT Executive Boards.
- Responsible for ACT internal Risk Management Health Checks, Maturity Assessment and organisational improvement initiatives, including support to the Command Auditor.
- Support the continuous improvement of the ACT Information Management System and its Risk and Issue Registers and implement the Risk Management processes across ACT.
- Assist with all aspects of Risk Management as required by the Branch Head.
- Proof of work experience as a senior staff member in the past 10 years within a complex and dynamic environment.
- A seasoned and experienced Risk Manager. Demonstrate 5 years of experience in risk management in the past 10 years.
- A proven track record of developing and implementing Risk Management methodologies and applying local procedures, aligned to recognized industry best practices and standards.
- Excellent skills in MS Office Suite software, particularly in Word, PowerPoint and Excel.
- Business Related University degree equivalent to at least a bachelor’s from a nationally accredited institution.
- Advanced Proficiency in English.
