We are seeking a detail-oriented and experienced Payroll Supervisor to oversee payroll operations, ensuring compliance with federal, state, and local regulations. The ideal candidate will have extensive experience with Davis-Bacon Act (DBA) requirements and Certified Payroll reporting, particularly in Heavy Civil Construction or government contracting industry. This role will be responsible for managing payroll processing, maintaining accurate records, and ensuring timely and compliant wage payments.
Key Responsibilities:
- Supervise the payroll team and oversee the processing of weekly payroll cycles.
- Ensure compliance with Davis-Bacon Act (DBA) prevailing wage requirements and accurately process Certified Payroll reports.
- Review and audit payroll data to ensure accuracy in employee classification, fringe benefits, and prevailing wage rates.
- Maintain up-to-date knowledge of federal, state, and local payroll laws, including the Fair Labor Standards Act (FLSA) and SCA (Service Contract Act), if applicable.
- Prepare and submit Certified Payroll Reports (WH-347) and ensure accurate wage determinations per project requirements.
- Collaborate with HR and Finance teams to ensure proper payroll deductions, benefits administration, and compliance with union agreements, if applicable.
- Address and resolve payroll discrepancies, employee inquiries, and compliance issues efficiently.
- Maintain accurate payroll records, review tax filings, and reports to support audits and regulatory reviews.
- Ensure Workers’ Compensation codes are correctly used and prepare for Workers’ Compensation audits.
- Prepare reports from the payroll system to analyze and understand trends in overtime cost, productivity, and overall labor cost.
- Train and mentor payroll staff, ensuring adherence to best practices and compliance standards.
Qualifications & Requirements:
- Education: Bachelor’s degree in Accounting, Finance, Human Resources, or a related field (or equivalent experience).
- Experience: Minimum of 3 years of payroll experience, with at least 1 year in a supervisory role.
- Technical Skills:
- Proficiency in payroll systems (e.g., ADP, Paycom, UKG, or similar).
- Strong knowledge of Certified Payroll, Davis-Bacon Act, and prevailing wage laws.
- Experience with Certified Payroll reporting tools and electronic filing systems such as LCPtracker or eMars is a plus.
- Advanced skills in Excel and experience with payroll reporting and reconciliations.
Preferred Skills & Competencies:
- Strong understanding of Davis-Bacon Act wage determinations, fringe benefit calculations, and compliance requirements.
- Experience working with government contracts and Certified Payroll requirements (WH-347 reporting).
- Ability to interpret wage determinations and ensure compliance across multiple projects.
