What are the responsibilities and job description for the Clerk of the Planning Commission (OPEN & PROMOTIONAL) position at Spokane County?
This position provides administrative support to the Spokane County Planning Commission and Growth Management Act Steering Committee of Elected Officials (SCEO). Work is performed with considerable independence requiring utmost confidentiality under the direction of the Planning Business Manager. The incumbent works with general supervision and initiative in interpreting or adapting guidelines and establishing work procedures and priorities using problem-solving and decision-making techniques, and for providing supportive assistance.
WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Master Contract submitting applications between 2/7/25 and 2/14/25. First consideration will be given to applicants working in Planning in a position covered by the 1553 Collective Bargaining Agreement (CBA); second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to applicants covered by the Master Contract CBA; fourth consideration will be given to all other applicants.
TOTAL COMPENSATION: $57,411 - $80,359 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
- Oversees and coordinates the process for appointments to and for the planning commission, including announcements/advertising, application processing, communication with applicants, and the preparation and maintenance of all related documentation, information, and records.
- Establishes and maintains the Planning Commission and SCEO Master Calendar and coordinates the scheduling of meetings and executive sessions with director of planning, Chair of the planning commission, and chair of the SCEO and ensures the notification of parties.
- In accordance with county code and state law, collects compiles, and provides data in response to public records requests received by the Planning Commission
- Provides information and/or policy and procedure guidelines regarding a wide variety of issues, including proceedings and decisions, with a high degree of tact, judgment, and confidentiality. Responds to public inquiries in person, by telephone, email or in written correspondence in a courteous and timely manner.
- Responds to and disseminates all incoming email requests from the public on behalf of the Planning Commission and SCEO.
- Assists the public in participating in to proceeding through various hearing processes.
- Provides clerical support for public meetings of the planning commission and SCEO, including coordinating the set-up of recording and amplifying equipment and materials, making copies of pertinent meeting documents as necessary, assisting, organizing and maintaining minutes of all commission members actions and performing follow-up clerical procedures between meetings.
- Attends meetings as needed or instructed by supervisors or the Planning Department.
- Provides support for research projects, statistical compilations, written reports, etc. Creates and maintains computer reports, spreadsheets and word processing documents.
- Provides reports to the Planning Business Manager and/or commission members, as requested.
- Assists in attesting Commissioner resolutions and documents on behalf of the Director of Planning.
- Assists the Planning Business Manager in maintaining the policy and procedure manual for the office. With Supervisor’s approval, provides input and initiates change with regard to departmental policies, procedures, forms used, etc.
- Assists the Planning Business Manager with the department’s record storage including inputting, retention and disposition.
- May assist in serving as office liaison with Information Systems personal computer staff.
- Maintains confidentiality of all sensitive reports, correspondence and conversations.
- Prepares, updates, compiles and/or distributes a variety of routine documents such as correspondence, reports, pamphlets, training materials, advertisements, legal documents and/or forms, as requested.
- May prepare or assist in the preparation of purchase orders and vouchers for payment of bills, including those associated with travel. May process payments, prepare deposits and reconcile P-cards, as assigned.
- Orders supplies; maintains office inventory and fixed assets.
- Provides support and back-up work for other departmental staff as needed and instructed by the supervisors or the Planning department.
- Performs other related duties as required/assigned.
- High School diploma or GED equivalent, associate degree preferred.
- Two (2) years of progressively responsible administrative, technical and/or clerical work.
- Related course work and/or training may be substituted, year for year, for up to two years of the required experience.
- Knowledge of laws, legal terminology and legal and legislative processes as they apply to the Planning Department and Planning Commission/ SCEO.
- Knowledge of principles and practices of public administration and the political process.
- Knowledge of English composition as it relates to the preparation of various documents.
- Knowledge of policies, procedures, practices and relevant legal requirements applicable to public meetings and other specialized public office functions.
- Knowledge of the purpose and organization of County government.
- Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
- Skilled in establishing and maintaining effective working relationships with the Planning Commission, SCEO, other elected officials, department heads, employees, public and private officials and the public.
- Skilled in the use of personal computer, software and equipment related to performing the required duties.
- Ability to prepare technical reports.
- Ability to effectively handle multiple tasks under time-sensitive conditions.
- Ability to read, analyze, comprehend, interpret and summarize a variety of administrative and technical data and verbally or in writing relate it to the Planning Commission/ SCEO.
