What are the responsibilities and job description for the Road Maintenance Specialist position at Spokane County?

JOB
This recruitment may be used to fill up to 5 (five) positions working 40 hours per week. This position maintains county roads and right of ways in safe conditions while performing a variety of job duties. This classification will operate equipment such as dump trucks, graders, rollers, and sweepers to name a few as well as other light equipment necessary to perform required job duties involved in road maintenance. This position utilizes both automatic transmissions as well as manual transmission vehicles. Employees in this classification will transport and haul various materials, will remover or add materiel to road surfaces, clean road shoulder, ditches, drains drywells, culverts and all other work associated with road maintenance. Employees will also perform hand ditching, asphalt patching, pot-hole filling and leveling of road surfaces. This classification also performs all duties necessary for winter road care.

EXAMPLE OF DUTIES
Operates various types and configurations of maintenance vehicles and equipment (CDL required). This can include trucks with and without trailers hauling a wide variety of materials, equipment and cargo.Operates trucks with attached plows and sander boxes for snow removal operations often under inclement weather conditions.Operates and/or supports various maintenance equipment to include dump trucks, motor graders, wheel loaders, water trucks, vactor trucks, pavers, rollers packers, sweepers, kick brooms, pickups, crack seal machines, heat lancers, grazers, chippers, chainsaws, trimmers, chip spreaders, oil distributors, dozers, excavators, cranes, weed spray trucks, mowers, backhoes, etc.Safely performs all work zone traffic control duties including, but not limited to, setting up barricades, signage cones and flagging for stationary and moving work zones.Patrols road system and performs various types of labor with hand or specialized tools making necessary assigned or emergency repairs to road surfaces, shoulders, ditches drains, drywells, culverts, etc.Reports and/or mediates hazards, patches holes, cuts and removes brush/trees, clears drainage blockages, removes dead animals and picks up litter or trach. Advises supervisor or a designee and/or the appropriate department as to potential hazards or needed repairs to the road systems (i.e. washouts, downed trees, signage, drainage issues, etc.).Performs daily maintenance of the equipment. Puts on and takes off tire chains, changes flat tires. Maintains time and equipment records.Performs hand ditching, patching, hole filling, leveling of surfaces and cutting of brush.Performs various types of physical labor with hand or specialized tools, makes emergency repairs on roads, assists motorists and the general public.Has ability to perform and operate road maintenance equipment including any manual labor incidental to completing an assigned job.Performs other related duties as required.

SUPPLEMENTAL INFORMATION
Knowledge of safety rules governing the use of road systems and vehicles and equipment operation.Knowledge of the operation and support of various class 7 and class 8 vehicles including construction, maintenance and heavy equipment.Knowledge of the operation of single and tandem axle trucks with computerized delivery systems.Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.Skilled in establishing and maintaining effective working relationships with co-workers and supervisors.Ability to supervise employees on specific projects.Ability to deal with citizens in an informed and courteous manner.Ability to carry out work without constant, specific or immediate supervision.Ability to maintain effective working relations with co-workers and supervisors.Ability to perform medium to heavy physical labor for extended periods of time.Ability to explain, demonstrate and clarify to others applying established policies, procedures and standards as well as the ability to follow specific instructions and respond to requests from others.Ability to utilize a wide variety of descriptive data and information, such as regulations, vehicle maintenance reports, culvert requests, time reports, safety reports and/or manuals, driver inspection reports, purchase orders, RFI’s, and equipment operation and maintenance manuals, etc.Ability to verbally communicate effectively with co-workers, supervisors, management, other agencies and the general public using communication devices including: telephones, two-way radios, faxes and e-mails. Ability to add, subtract, multiply and divide numerical data.Ability to demonstrate physical ability to complete any and all job related tasks.Ability to use and/or operate tools, equipment and applicable machinery proficiently and safely.
