Traffic Signal Technician 1 - Seasonal (OPEN & PROMOTIONAL)

This is a SEASONAL position of 5-to-9-month duration, working 40 hours per week.

This position performs semi-technical, technical and skilled work in the installation, maintenance and repair of varied traffic control, warning and illumination equipment. The position allocated to this class is the first and entry level in the four level technician series.  Incumbents initially work under close supervision learning and applying appropriate procedures and methods on specifically assigned projects and programs.  This class is distinguished from the class of Traffic Signal Technician 2 in that incumbents perform technical support services under close supervision and direction.   Employees are expected to perform the work of a higher class for a limited period of time for training purposes and on relief.  Incumbents are expected to gain the knowledge and abilities necessary to promote to the class of Traffic Signal Technician 2 generally after two years of experience.   If incumbent does not meet the requirements, certifications, knowledge and skills to advance to the level of a Traffic Signal Technician 2 within 4 years in the position of a Traffic Signal Technician 1, this may be deemed as unsatisfactory job performance. 

Advancement from a Traffic Signal Technician 1 to a Traffic Signal Technician 2 requires a minimum of two (2) years of work experience at a level equivalent to a Traffic Signal Technician 1, and possession of the International Municipal Signal Association (I.M.S.A.) Level 1 Certification for a Traffic Signal Technician OR successfully passing of equivalent test and is finally determined by the Department/Division Head or Elected Official.

WHO MAY APPLY:  This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the PROTEC17 bargaining unit applying between 1/21/25 and 2/3/25.

• Assists in installation, maintenance and repair of traffic control, warning and illumination systems and their components; is a lead worker to temporary summer help and/or seasonal employees; operates all equipment and motor vehicles including a man lift truck used in the completion of this work.
• Completes less complex electronic work (tests and times signal controllers, emergency preemption systems and auxiliary components; troubleshoot electronic systems, detect and replace defective parts).
• Locates underground street light and traffic signal conduit wiring for contractors and utility companies, after appropriate training. 
• Installs new signal heads, lays conduit, installs junction boxes, and installs pedestrian beacons.
• May be required to work on-call, to make emergency repairs.
• Maintains logs and records.
• Performs other related duties as required/assigned.

• High School Diploma or GED equivalent.   
• One (1) year basic electrical technician's course through an accredited and approved program. 
• Please note: One (1) year of applicable electronic work experience may be substituted for the required one (1) year of basic electrical technician’s course work.  
• A combination of One (1) year technical work and computer related experience may be substituted for the electrical or electronic coursework or experience, and the probationary period may be extended until satisfactory completion of on - the – job training as determined by the Department Head. 
• Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

• Knowledge of the standard practices, materials, instruments and tools used in the installation and maintenance of electronic or electrical systems and equipment.
• Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
• Skilled in establishing and maintaining effective working relationships. 
• Skilled in the use of tools and testing devices used in electrical and electronic trades.
• Skilled in locating and repairing defects in electronic or electrical systems.
• Skilled in the use of personal computers and familiar with various hardware and software programs.
• Ability to work in compliance with all safety requirements, occupational hazards and applicable precautionary measures related to work assignments including traffic control in construction and maintenance work areas.
• Ability to interpret and apply provisions of the National Electrical Manufacturers' Association Codes (NEMA) and the Washington State Manual on Uniform Traffic Control devices.
• Ability to work from blueprints, sketches, schematic diagrams, timing instruction charts and specifications.
• Ability to perform moderate to heavy physical tasks.

Salary : $21 - $29
