Purpose of Position
The Intergovernmental Affairs Manager advances SHA’s mission by developing and maintaining effective relationships with local, state, and federal governmental agencies, elected officials, community organizations, and other stakeholders. This position serves as a critical advisor to the Executive Director and Board of Directors, driving policy initiatives, advocacy efforts, and strategic partnerships.
Essential Duties and Responsibilities
Advocacy and Policy Development
- Develop and lead advocacy strategies that align with SHA’s mission and values at the local, state, and federal levels.
- Research, analyze, and recommend positions on legislative and regulatory matters impacting SHA programs.
- Monitor legislative activities and ensure SHA compliance with enacted policies.
- Monitor and analyze housing trends, regulatory impacts, and impacted parties feedback to inform SHA policies and initiatives.
- Provide training and guidance on policy changes, advocacy strategies, and legislative developments that align with the mission and values of SHA.
Intergovernmental Affairs
- Represent SHA at meetings with elected officials, public agencies, and community partners.
- Build and maintain relationships to promote SHA’s initiatives and secure funding opportunities.
- Serve as SHA’s spokesperson in policy discussions and interagency collaborations.
- Coordinate and participate in events such as legislative briefings, community forums, and impacted parties engagements.
- Ensure compliance and accurate documentation for advocacy activities and intergovernmental communications.
Strategic Planning and Collaboration
- Collaborate with internal departments to ensure alignment with SHA’s mission and goals.
- Facilitate cross-departmental initiatives related to policy development and community engagement.
- Support leadership in identifying and prioritizing advocacy opportunities.
- Oversee cross-departmental projects or initiatives, coordinating resources and ensuring successful outcomes.
- Identify and pursue grant and funding opportunities to advance SHA’s mission.
- Collaborate with internal teams to integrate diversity, equity, and inclusion into advocacy and policy efforts.
Community Engagement
- Design methods to incorporate impacted parties feedback into SHA policy and program development.
- Prepare and deliver presentations to diverse audiences, including boards, community groups, and elected officials.
- Lead and support special projects, pilot programs, and cross-agency initiatives to address emerging needs.
Mentorship
- Mentor and guide staff by creating and implementing team training programs that foster professional growth and align with organizational objectives.
- Promote a culture of continuous learning by encouraging staff participation in professional development opportunities.
- Identify and mentor emerging leaders within the team to build a robust succession pipeline.
- If applicable, conduct timely performance evaluations, ensuring fairness, transparency, and alignment with agency policies.
- If applicable, collaborate with Human Resources to manage complex personnel issues, including performance improvement plans, disciplinary actions, and conflict resolution.
Leadership
- Direct and review departmental work plans, ensuring alignment with organizational objectives, standards, and SHA’s mission, vision, and values.
- Facilitate cross-departmental collaboration to support agency-wide initiatives and drive consistency in practices.
- Provide input on departmental budgets and operational planning to meet agency goals.
- Represent the department in organizational meetings, ensuring alignment between departmental priorities and SHA’s broader mission.
- Oversee cross-departmental projects or initiatives, coordinating resources and ensuring successful outcomes.

Requirements
Technical Proficiencies
- Comprehensive understanding of public policy frameworks, legislative procedures, and effective advocacy strategies.
- Advanced ability to conduct research, analyze data, and produce insightful reports.
- Skilled in utilizing software tools, including Microsoft Office Suite, project management platforms, and customer relationship management (CRM) systems.

Education Level and Experience
- Bachelor’s degree in Public Administration, Political Science, Urban Studies, or a related field is required. A Master’s degree is preferred. Directly relevant experience may be considered in lieu of the required degree.
- At least three years of managerial experience in housing policy, advocacy, or related fields is required.
- Proven experience analyzing legislation and advocating on behalf of issues, appropriations, or organizational needs.
- Effective supervisory experience with responsibility for managing teams and handling complex personnel matters is preferred.
Certifications/Registrations
- Depending on assignment, a valid driver’s license with acceptable driving record and auto insurance may be required.
Essential Physical Abilities
This position requires the ability to:
- remain in a stationary position for prolonged period of time;
- move/traverse within a multi-level office space, to/from community partner locations, and various meeting spaces;
- often move/transport equipment, supplies that may exceed 30 pounds;
- constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer; and
- communicate frequently, effectively, and accurately with internal and external partners.
Work is primarily sedentary in nature. The work environment noise level is usually moderate. The employee can be exposed to outside weather conditions.
Must be able to fully function in a drug-free environment.
