What are the responsibilities and job description for the Technical Project Specialist position at Spokane Transit Authority?
Under direction of the Director of Vehicle Maintenance and Operational Leadership, The Technical Projects Specialist is responsible for all assigned phases of projects within the Vehicle and Facilities Maintenance Departments. Ensuring all required tasks are performed on time and within budget. Specific responsibilities include scheduling, budget management, quality control, safety, and coordination of vendors and internal staff. The position represents the Maintenance Department’s interests in various projects by managing relationships with original equipment manufacturers, assisting in the development of project scopes, preparing reports, maintaining schedules and budgets, and ensuring quality reviews are complete. Facilitates the transition of capital assets from project to operational and ensures up to date plans are in place so STA assets remain in a state of good repair, compliant with relevant codes and regulations, and meets the needs of internal stakeholders.
The Technical Projects Specialist will also be the subject matter expert for all maintenance technologies and serve as the maintenance super user for the Tyler Munis enterprise resource planning (ERP) system and other maintenance databases. The Technical Projects Specialist will advise and present information to the Director of Vehicle Maintenance and Operational Leadership for final decision and approval. Additional responsibilities include providing technical and quality guidance to the Maintenance Department as requested.
Examples of Duties:
Facilities & Vehicle Maintenance
- Coordinate with the Vehicle and Facilities & Grounds Managers to ensure the preservation of all assets.
- Maintain the replacement schedules for all assets and verify maintenance is performed.
- Assist with creating, maintaining, and organizing documentation relating to vehicle-based electronic systems and their integration with ancillary support systems.
- Coordinate with the procurement department and maintenance managers to obtain goods and services and ensure compliance with Federal Transit Administration (FTA) regulations.
- Assist with creating, maintaining, and organizing documentation relating to vehicle-based electronic systems and their integration with ancillary support systems and the development and revisions of maintenance procedures for vehicle-based electronic systems and related ancillary support systems.
Technology
- Develop and maintain standard operating procedures, process, and approval flows, troubleshoot issues, and train new and existing users on ERP and other systems as it relates to facilities and vehicle maintenance.
- Serve as first liaison and translator of end user needs for the various systems and technologies the maintenance department utilizes while understanding the technologies’ architecture.
- Assist in conducting research, provide analysis, and make recommendations on new and emerging technologies that will support STA’s objectives and remain abreast to ZEB technology, trends, and updates to make recommendations to management on ZEB electronic control module (ECM) updates and battery pack replacements.
- Assist with developing procedures for STA’s electric vehicle charging system and other assets to remain in compliance with local, state, and federal regulations.
Project Management
- Coordinate with vendors and contractors to ensure successful delivery of assigned projects.
- Create and execute project work plans and revise as appropriate to meet changing needs and requirements.
- Prepare schedules, estimates, and budgets that are complete, realistic, and fully meet project goals for each assigned project and is responsible for adhering to the approved project schedules and budgets.
- Coordinate with vendors and contractors on all aspects of assigned projects. Resolve issues associated with contract fulfillment. Ensure contractors' deliverables meet contract specifications, timetables, and budget.
- Participate in project status meetings with Maintenance Department management, the STA Executive Team and with other groups as required.
- Coordinate all major events on assigned projects by assisting various work groups and contractors to solve mutually dependent items, calling conferences when necessary. Work closely with other internal departments in coordinating project activities on or within STA facilities.
- Provide support to the Capital Development team with various projects where the Maintenance Department has significant interests.
Education and Experience:
Minimum three years’ experience in project management, fleet management, or facilities management. B.A. or B.S. In Business, Engineering, Information Systems, Construction Management, Project Management, or related field preferred. A combination of education and experience can satisfy the minimum requirements. A technical certification in Project Management can satisfy one year of experience.
Extensive Experience within the Microsoft Office environment, particularly Outlook, PowerPoint, OneNote, Word, and Excel. Understanding of Tyler Munis or other ERP systems. Experience with AutoCAD and Microsoft Project preferred. Ability to quickly learn new software programs.
