General Statement of Job
Under general supervision, assists with accounting / clerical work involving maintenance of general ledger accounts, accounts payables, water / sewer utility billing, and miscellaneous receivables. Work involves reviewing routes and posting calculations in preparation of water / sewer billing, pulling samples for review, submitting service orders for high consumption and leaks, and back up to the accounts payable team. Reviewing submitted and scanned invoices for accuracy and assisting with the readiness and testing of the new financial system. Reports to the Accounting Supervisor.
Special Duties & Responsibilities
- Processes data from computer files originating in the Utility Customer Service or Public Worksdepartments.Generatesreports,analyzesandverifiesforaccuracy,editsasneeded, applies penalties, and reviews and records adjustments that result in billing for water / sewer and refuse services provided by the County.
- Works with outside vendors and consultants in troubleshooting and solving software problems; works as liaison between outside software vendors and other county department personnel to resolve system problems.
- Assists with the processing of billings for bulk water sales and hydrant meter consumption.
- Performs customer service functions that include receiving and responding to written and verbal inquiries from external and internal customers.
- Reviews incoming invoices to ensure all information is provided, accurate, and within policy.
- Assists with the preparation of invoices for scanning and reviewing scanned documents for accuracy.
- Utilizing the testing environment, entering invoices and purchase orders into the new financial system to help prepare the finance team for go-live and assisting departments with questions on processes.
- Assists with the filing of refunds, County and school journal entries.
- Scans documents as needed.
- Directs all incoming calls to appropriate County departments and provides general information as necessary.
- Performs other related duties as required.
Minimum Training & Experience
High School Diploma or equivalent, supplemented by additional college-level coursework in accounting; Associate's Degree in Accounting, Bookkeeping, or Business Administration preferred and three (3) years of experience in accounting / bookkeeping, customer service work with computerized systems; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Must be physically able to operate a variety of office machines, tools, and equipment, such as a computer, printer, copy machine, facsimile machine, calculator, or telephone. Must be able to exert up to 20 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. The position is rated for Light Work. Requires the ability to inspect items for proper length, width, and shape. Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must have minimal levels of eye / hand / foot coordination. Does not require the ability to differentiate between colors and shades of color.
