General Statement of Job
Under limited supervision, performs administrative and technical work for the Utilities Department associated with the construction of water and sanitary sewer infrastructure. Work involves supervising all construction inspection staff and utility locators, reviewing the approved development plans for construction, and reviewing record drawings for the Department of Utilities. Work also involves oversight of the Utilities Department’s inspection program.
Employee must exercise initiative and independent judgment in performing day-to-day activities. Employee must also exercise tact and courtesy in frequent contact with County Officials, employees, and the general public. Reports to the Manager of Utilities Development Services.
Special Duties & Responsibilities
- Works closely with the Manager of Utilities Development Services regarding reviewing new developments and upcoming construction projects and coordination through construction, including plan revisions with the engineer of record.
- Works closely with the Manager of Utilities Development Services through each development and construction stage from the approved site plan to final acceptance.
- Works closely with the Manager of Capital Projects regarding the review of new linear projects, upcoming construction projects, and coordination through construction, including plan revisions with the engineer of record.
- Works closely with the Manager of Capital Projects throughout each project stage, from the approved site plan to final acceptance.
- Assists Construction Inspectors with all first and final walk-throughs. Documents all deficiencies and provides reports to the contractors and/or developers.
- Assists with the maintenance of the design and construction standards for the Utilities Department. Ensures all materials, standards, and specifications conform to current Utility practices. Ensures that all utility guidance documents, checklists, and other materials intended for the public are current.
- Supervises construction inspectors and the construction inspection program. Initiates and recommends to the Department Director or their designee for final approval regarding, hiring, terminations, performance evaluations, disciplinary, and/or commendatory actions for assigned personnel.
- Assists with the management and maintenance of the Cityworks Project Tracking Portal & GIS boundaries for the development community, Customer Service Division, Zoning Department, and Building Department.
- Manages the private development bonding program for Utilities including review,
- Coordinates with the Manager of Utilities Development Services, regarding questions, concerns, and conflicts during construction of proposed and approved development projects.
- Maintains effective and positive public relations with other Departments, state agencies, cities, and the public in general.
- Performs the review and approval of record drawings for commercial and residential developments, assuring conformance of all development activities with applicable County requirements.
- Coordinates with outside consultants concerning the interpretation and quality of record drawings in relation to the assets installed during construction and inspections.
- Participates in the investigation, reporting, and prevention of employee injuries and illnesses.
- Schedules employees to attend ESH training as applicable to their job functions.
- Ensures that employees adhere to safe work practices.
- Reports unsafe concerns to management and Stop Work if unsafe activities or conditions arise and notifies management and safety.
- Performs other related duties as required.
Minimum Training & Experience
Possession of a valid driver's license issued by the Commonwealth of Virginia.
Must obtain First Aid and/or CPR certification(s) within six (6) months of start date.
Must be able to work various shifts and at various locations within the County when required.
Shall become knowledgeable and participate in the Spotsylvania County Community Operations Environmental Health and Safety Program.
Must have or obtain a valid, (not to have exceeded three (3) years), OSHA 30 Construction Certification within 30 days of start date.
Must receive and pass training on the Confined Space Program and Confined Space Assessments for the division/facility within 30 days of start date.
Special Requirements
- Knowledge of modern principles and practices of civil engineering, construction practices, and good engineering decision-making skills.
- Knowledge of local, state, and federal laws, ordinances, rules, and regulations pertaining to the construction of water and sewer infrastructure.
- Knowledge of the principles and practices of land use planning.
- Knowledge of the current literature, trends, and development in the field of public utilities operations and administration.
- Skill in the use of popular computer-driven word processing, spreadsheet, and file maintenance programs.
- Skill in compiling, analyzing, and presenting technical data.
- Ability to plan, assign, and coordinate the work of contracted professionals and technical personnel.
- Ability to coordinate communications, provide leadership, and generate trust in contact with various governmental and regulatory representatives.
