General Statement of Job
Under general supervision, performs a variety of technical and clerical-administrative duties for the Department of Fire, Rescue, and Emergency Management. Provides direct support to the Assistant Chief of Fire Prevention, Assistant Chief of Logistics, and Emergency Management Coordinator. Work involves typing a variety of documents, preparing presentations, maintaining a variety of records and files, and issuing permits for the Fire Prevention Division. Employee is responsible for screening and independently handling a variety of routine inquiries by telephone and in person. Employee must exercise independent judgment, discretion, and initiative in completing assignments and handling public contact situations requiring considerable tact and knowledge of County policies, procedures, and programs. Person(s) in this position will encounter sensitive information in the performance of their duties and is expected to maintain that information confidentially. Reports to the Business Manager.
Special Duties & Responsibilities
- Provides administrative and clerical assistance to the Assistant Chief of Fire Prevention, Assistant Chief of Logistics, and Emergency Management Coordinator.
- Performs administrative duties related to the daily operations of two (2) FREM subdivisions. Works in an administrative team environment to assist in the performance and completion of all administrative general office tasks.
- Answers telephones and transcribes messages. Greets visitors, receives inquiries and complaints, provides information regarding routine policies and procedures, and/or refers inquiries to the appropriate personnel. Makes copies, scans and sends faxes as necessary.
- Processes incoming and outgoing mail as needed. Prioritizes daily work and follows up with employees and other agencies as necessary.
- [MA1]Types documents using a variety of formats for preparing correspondence, memos, letters, spreadsheets, lists and reports. Assumes responsibility for correctness of spelling, punctuation, format, and grammar.
- Provides direct support to the Fire Prevention Division. Maintains a variety of confidential records and files. Coordinates with the fire marshals for the release of fire reports, origin and cause, or other fire prevention information requested by the public.
- Coordinates and maintains the Fire Prevention permit application process for open burning, fireworks (sales/display/storage), blasting (storage), etc. Maintains logs for safety inspections and parking tickets.
- Coordinates with other County departments such as Code Compliance, Planning, Zoning, Utilities, etc.
- Prepares and maintains a monthly status report of Fire Marshal inspections and associated fees. Collaborates with the Treasurer’s Office for the collection of inspection fees.
- Responsible for career and volunteer agency fire reports in the County which includes: researching incidents; working with insurance agents, detectives, private investigators, etc.; issuing reports; processing payments; and maintaining files, etc.
- Purchases office supplies for the Department; receives and verifies the accuracy of supply invoices and authorizes payments. Maintains an inventory of office supplies.
- Provides direct support to the Emergency Management Coordinator. Prepares correspondence and other documentation, updates and distributes the Emergency Operations Plan (EOP), Emergency Notification Listing, and other emergency plans/documents as required. Maintains the readiness of the Emergency Operations Center (equipment and supplies).
- Uses a variety of programs and software to accomplish departmental tasks—Outlook, Word, Excel, PowerPoint, Adobe Reader/Adobe Writer, Internet, ImageTrend, FirstDue and Telestaff.
- Assists in Emergency Operations Center (EOC) efforts (24/7) as required.
- Assists with Youth Fire meetings, as needed,
- Assist the Fire Prevention Division, as needed, with scheduling meetings, interviews, inspections, public education events, etc.…Performs other related duties as required.
Minimum Training & Experience
High School Diploma or equivalent or vocational school, including or supplemented by an Associate’s Degree or course work in office administration or business practice, one (1) to two (2) years of experience in administrative work, and two (2) to three (3) years of experience and/or training in personal computer operations and customer service, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Experience working with a fire marshal's office, emergency management, code compliance, or construction-related business is preferred, but not required. Must be a commissioned Notary Public through the Commonwealth of Virginia within the first year of employment. Must complete HIPAA and NIMS training as required. Must hold and maintain CPR certification. If not certified, the employee must obtain within the first year of employment.
