What are the responsibilities and job description for the Permit Technician position at Spotsylvania County?
Under general supervision, performs technical administrative duties for the Community Development Department; including but not limited to the Building, Erosion, Chesapeake Bay, Zoning and Planning Divisions. Work involves assisting the general public in completing building; erosion, zoning and planning permit applications and assembling appropriate attachments. Work also involves processing inspection requests. Employee is also responsible for receiving and responding to a variety of inquiries and citizen complaints by telephone and in person; and maintaining a variety of records and files. Employee must exercise independent judgment, discretion and initiative in completing assignments and handling public contact situations requiring considerable tact and knowledge of County policies, procedures and programs.• Receives, reviews, and processes all incoming permit applications including building, erosion, and zoning construction permits; control applications; assists applicants in obtaining correct and complete information; assists applicants with site plan submittal
• Ensure proper licensing for contractors and tradesman through the State
• Processes and schedules building and erosion inspections; ensures accuracy and completeness of all requests; communicates with field personnel.
• Answers telephone and greets visitors; receives inquiries regarding a wide variety of inquiries concerning the permitting process and procedures, codes, etc.; provides information or refers inquiries to appropriate personnel.
• Ensures quality control of data submitted for review, research and accuracy; ensures all documentation is obtained; follows-up with public contacts and serves as public relations contact.
• Provides information regarding status of applications.
• Approves and issues permits, obtains signatures; compiles permits, separates paperwork, etc.
• Ensures Erosion Bonds are secured at time of permit issuance.
• Researches documentation as required or requested, reviewing notices of violation or notices to comply, and processes same following division policy or as directed.
• Performs data entry duties such as entering application data into computerized system.
• Prepares photocopies for distribution.
• Logs incoming applications by date, application type, and location; maintains records as to which County department the plans are submitted; date stamps original applications.
• Maintains files of original applications and all attachments; purges files as directed.
• Notifies power companies of approved connections, as needed.
• Sorts and opens mail, as needed.
• Attaches electronic application packets from disc to file.
• Scans and attaches paper submittals to file.
• Transfers approvals to disc to return to customer with permit.
• Processes tap fee receipts from utilities.
• Maintains permit compliance in regards to State Board of Contractor Regulations.
• Prepares reconciliation and report to be sent to County Treasurer's office.
• Performs other related duties as required.High School Diploma or equivalent. Two (2) to three (3) years of previous experience and/or training that includes customer service, public relations, knowledge of construction trades, administrative experience, and computers; or an equivalent combination of education, training, and experience.Must be proficient in Microsoft Office.
LICENSES AND CERTIFICATIONS
Must possess or obtain Permit Technician certification within 18 months from date of hire.
Must possess or be able to obtain Notary Public Certification.

Salary : $41,798 - $59,354
