What are the responsibilities and job description for the Zoning Plans Reviewer I position at Spotsylvania County?
- Reviews and approves/disapproves zoning site plans for building permits for commercial, industrial, residential, accessory structures, home occupations, home enterprises, temporary uses, and business uses, or as assigned by management.
- Reviews subdivision plats for zoning compliance, Technical Review Committee (TRC) compliance, rezoning, proffer, and Special Use Permit (SUP) compliance review.
- Researches codes; confirms site plan checklist criteria on plans and ensures quality control.
- Drafts and develops correspondence to the applicant if additional information is needed prior to approval; may contact the applicant by phone to receive additional information.
- Verifies the zoning of the property prior to approving applications; reviews the public hearing file for special items set by the Board of Supervisors such as conditions, etc. to issue a rezoning or conditional use permit; ensures all applications comply with the zoning ordinance requirements, including all overlay zones.
- Enters application approvals/disapprovals, permit fees, necessary documentation, and correspondence in the computer system.
- Assists the Zoning Administrator and Zoning Manager in code interpretation and technical land use code questions.
- Communicates with lawyers, engineers, architects, site plan preparers, developers, builders, property owners, etc., regarding permit submission requirements.
- Serves as Planning & Zoning Person of the Day (POD) by assisting the Public with zoning questions and other land-use-related questions by phone or in person.
- Maintains and enters zoning classification for new subdivisions and new parcels in the computer system on a monthly basis from data entered by the Real Estate Department; provides technical data to the assessment office as requested (i.e., proffers, conditions, zoning changes).
- Notifies Code Enforcement Staff of temporary use permits and mobile home approvals for annual renewal and inspections, as well as other approvals/issues that may fall under the purview of Code Enforcement Staff.
- Answers telephone when the primary operator is absent; assists visitors as needed.
- Instructs the public in filing use permits, as well as variances and appeals after consultation with the Zoning Administrator.
- Performs other related tasks as required.
High School Diploma or equivalent required; supplemented by at least two (2) years of previous experience and/or training that includes computers, mapping and site plan symbols, land use principles, and planning theory and statutory laws; or any equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities.
Certified Zoning Official (CZO) certification through the Virginia Association of Zoning Officials (VAZO) or other related professional certification is preferred.
Must possess a valid Commonwealth of Virginia driver’s license.
- Knowledge of the methods, procedures, and policies of Spotsylvania County as such pertains to the performance of the essential duties of Zoning Plans Reviewer I.
- Knowledge of principles and practices of performing clerical and technical work in approving/disapproving residential and commercial site plans as related to zoning review.
- Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
- Knowledge of the organization of the department, and related departments and agencies.
- Knowledge and understanding of occupational hazards and adhering to any safety precautions inherent in performing the essential functions of the work.
- Knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities.

PHYSICAL REQUIREMENTS
Must be physically able to operate a variety of equipment and tools, such as a computer, printer, copier, fax machine, calculator, telephone, drafting instruments, or motor vehicle. Must be able to operate a motor vehicle. Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Requires the ability to inspect items for proper length, width, and shape, visually with job-related equipment. Requires the ability to coordinate hands and eyes in using job-related office equipment. Requires the ability to handle a variety of items, job-related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must have minimal levels of eye/hand/foot coordination. Requires the ability to differentiate colors and shades of color. Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving the nature of sounds by ear).
