Description

SUMMARY OF POSITION RESPONSIBILITIES:

The Clinical Director is responsible for the administration and oversight of the Clinical Program, including the detoxification program. The Clinical Director is responsible for the supervision of counseling staff, ensuring that all clinical and related administrative policies and procedures are fully implemented and followed, participating in the recruitment and hiring of clinical treatment staff, ensuring that staff meet all professional requirements and are practicing within those requirements and related guidelines, managing the peer review process and utilizing it to improve clinical practices, and provide direct services to patients.

 

ESSENTIAL DUTIES:

  1. Directs the implementation of clinical policies, procedures, and programming in a manner resulting in seamless services and minimal disruption to patient care.
  2. Manages the day-to-day clinical operations through consistent communication with staff that is supportive of staff roles and responsibilities.
  3. Educates and trains staff in all accreditation, Federal and State regulations, billing codes, and the required appropriate documentation resulting in minimal administrative revisions or loss of revenue.
  4. Measures staff productivity and adjusts to increase the utilization of care.
  5. Provides individual supervision of clinical staff that includes individualized performance improvement goals based on counselor performance and needs.
  6. Facilitates group case conferences with clinical staff in a manner that improves staff performance and patient outcomes.
  7. Maintains employee performance documentation through conducting 90-day and annual performance evaluations of all counselors within the required timelines.
  8. Provides or accesses required initial and ongoing clinical training to increase staff competence.
  9. Orients supervisees to company policies, treatment protocols, clinical guidelines, and regulatory requirements in a manner that ensures they fully understand all content.
  10. Develops patient-sensitive policies and procedures that support the delivery of services.
  11. Demonstrates organizational compliance with all appropriate professional standards, licensing and certification requirements, and the funders conditions for the delivery of behavioral health care programming and clinical services
  12. Evaluates the effectiveness and efficiency of the treatment program and services through valid and reliable performance indicators.
  13. Seeks and develops community resources, referrals, and supports that increase treatment options for counselors and patients.
  14. Monitors client census and makes the necessary case assignments/adjustments in counselor caseloads in a manner that supports an equal distribution of workload.
  15. Provides direct care services for patients through carrying a caseload and following the job duty guidelines for Treatment Counselors.
  16. Covers the job duties for treatment counselors in the event of a planned or unplanned absence of counseling staff.
  17. Participates in the recruitment, interviewing, and selection of counseling staff.
  18. Provides supervision to counseling staff in a manner that ensures assessments, treatment plans, progress reporting, and transition planning is conducted according to clinical and accreditation standards.
  19. Promotes practices with supervised staff that recognize a cultural context exists within all relationships and encourages exploration of cultural biases and stereotypes that may impact the treatment environment.
  20. Conducts chart reviews and provides feedback to individual counselors resulting in performance improvement.
  21. Participates in the preparation for accreditation and regulatory audits by taking an active role in the process.
  22. Ensures that counseling practices are conducted in a manner that strictly adhere to the organizational and state code of ethics, and takes immediate action in the event of an ethics violation, according to organizational policy.
  23. Reviews and audits medical records for completeness, order, billing documentation, and accuracy in filing.
  24. Informs the Program Administrator of all pertinent information related to clinic operations and the clinic environment that may negatively impact the organization.
  25. Facilitates a quarterly peer case record review to ensure all records and practices are meeting national accreditation standards, and utilizes the review process to implement, and improve upon, new processes.
  26. Provides required orientation and training, upon hire, for Treatment Counselors.
  27. Participates in the annual budget process by providing budget requests for clinical services based on input from stakeholders (patients, employees, and referral/resource entities).
  28. Other duties as assigned

 

LEVEL OF EDUCATION/TRAINING/QUALIFICATIONS:

  1. Must have a valid Ohio LISW or LPCC license
  2. Program Management experience in Substance Abuse Care delivery. Knowledge and skill in working with addicted populations; Drug Enforcement Agency regulations, criminal justice system, cross-cultural/gender issues.
  3. Minimum of three (3) year of supervisory experience in a Health and Human Services Agency or related field.
  4. Demonstrated leadership and budgetary skills.
  5. Knowledge of confidentially guidelines and practices.
  6. Strong written and oral communication skills; excellent interpersonal communication skills.
  7. Demonstrated history of commitment to the public health client.
  8. Ability to work within a multi-disciplinary team, in a multi-cultural/multi-lingual environment.

REQUIRED CERTIFICATION/LICENSE: MUST be licensed by state of Ohio

Preferred Ohio credentials: PhD, LICDC
