POSITION SUMMARY
Laborer/Operator 2, in addition to performing the duties of Laborer and Laborer/Operator 1, the position consists of manual and semi-skilled equipment operation work in maintenance and construction projects. Assignments involve driving and operation of all Public Works equipment in a safe and effective manner. Duties also involve the use of hand tools and occasional use of power operated tools. May be assigned to lead small groups performing operating and maintenance tasks.
Assignments are performed under the direction of a Crew Leader, Superintendent, Director or other designated Township official. Ensures that all interactions with peers and public are handled in a professional and courteous manner.
TYPICAL EXAMPLES OF WORK
- All duties and responsibilities as listed in Laborer and Laborer/Operator 1 positions.
- Operates all Public Works equipment such as roller, tractor, dump truck, backhoe, loader, street sweeper, sewer cleaning and televising equipment in a safe and effective manner.
- Oversees and completes sewer and manhole maintenance.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Ability to work in a safe manner and encourage the same from co-workers.
- Considerable knowledge in the care and safe operation of trucks and light construction and maintenance equipment.
- Considerable knowledge in the use and care of tools and equipment.
- Considerable knowledge of sewer construction techniques.
- Considerable knowledge of PennDOT construction site traffic control regulations and flagging techniques.
- Considerable knowledge of sanitary sewer or storm water system construction and repair techniques. •
- Ability to perform minor repairs, maintenance and running adjustments of construction equipment.
- Ability to operate, maintain and clean sweepers before, during and after use.
- Ability to properly maneuver the sweepers and operate all brushes and sweeping apparatus in the most efficient manner.
- Ability to properly perform operator inspection, maintenance, and cleaning of the backhoe.
- Ability to properly stabilize the backhoe before digging operations begin and know the limitations of the backhoe (i.e. weight restrictions, driving speeds, etc.).
- Ability to use a backhoe to excavate holes to the proper size and depth, properly operate front bucket and install pre-cast manholes and storm sewer inlets to Township specifications.
- Ability to operate television, grouting, sanitary sewer flushing, and sawing equipment.
- Ability to perform independently and lead small groups performing operating and maintenance assignments.
- Ability to maintain accurate records.
- Ability to perform basic mathematical calculations.
- Ability to read blueprints on job sites.
- Ability to understand, communicate and carry out written and verbal instructions effectively in English.
- Ability to climb, stand, stoop, bend and lift heavy objects (up to 50 lbs.) over an extended period of time.
- Ability to report for on-call services.
- Attends all general training as required.
- Attends training courses designed to provide the requisite knowledge to qualify for Pennsylvania Class E Type 4 Wastewater Certification.
- Ability to regularly report to the job at the assigned times and perform assigned duties. •
- Performs other duties as assigned.
Qualifications
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
- High School diploma or equivalent.
- One year experience as Laborer or Laborer/Operator 1 (at least one year of which has been Laborer/Operator 1) or any combination of education and experience that indicates possession of the knowledge, skills and abilities listed herein.
- One year experience in the operation and maintenance of trucks and mowing equipment.
LICENSES, REGISTRATIONS AND CERTIFICATES
- . Possession of a valid Pennsylvania Class A Commercial Drivers License with air brakes and tanker endorsement within 24 months of employment. Failure to obtain this license within the time required will automatically result in release from employment.
- Possession of a valid Pennsylvania Class E, Type 4 Wastewater Operator Certification or higher as issued by the Pennsylvania State Board for Certification.
SPECIAL REQUIREMENTS
- Ability to pass physical/medical tests, including functionality test.
- Ability to pass drug-screening tests.
- Ability to pass background investigation.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is in an industrial setting, indoors and outdoors, hot and cold areas and subject to extreme, arduous, or hazardous working conditions, including subject to untreated wastewater.
- Subject to heavy manual labor for prolonged periods of time under adverse conditions, both physical and climatic.
- Work is performed around a variety of potentially hazardous mechanical and electrical equipment and occasionally around hazardous substances.
- Subject to entry into confined spaces.
- May be required to work weekends, holidays or after normal work hours in emergency situations.
