Job Title: Support Services Associate
Department: Administration/Community Development/Recreation
FLSA Classification: Non-Exempt
Reports To: Director of Administrative Operations
POSITION SUMMARY
This position consists of administrative assignments in support of the departments of Administration, Community Development, and Recreation, and assists the public in a positive, clear, and concise manner. Assignments are performed under the direction of the department directors or other designated Township official. Responsibilities include greeting and assisting the public, answering telephone calls, handling recreation registrations, fees, and tickets, logging incoming permit applications and plan submissions, scheduling of inspections, preparation and filing of approved permits, and collection of fees.
TYPICAL EXAMPLES OF WORK
- Performs receptionist duties, greets visitors, and directs them to appropriate offices or persons
- Assists residents, property owners, contractors, businesses, and developers in obtaining and/or processing permit applications, certificates of occupancy, and zoning permits
- Assists the Parks & Recreation Department in gathering information for the quarterly newsletter.
- Occasionally assist the Parks & Recreation Department with township events.
- Performs registrations, collects fees, and distributes recreation tickets
- Handles walk-ins, telephone, and electronic inquiries regarding permits, procedures, and basic information on Township requirements and procedures; takes messages and transfers calls to appropriate offices
- Assists with maintaining office supply inventory.
- Performs clerical duties, types general correspondence, operates common office equipment and utilizes standard office software
- Performs mailroom and copier room/machine functions
- Creates and tracks daily schedules of inspections and plan reviews for in-house and/or third-party inspectors
- Receives, codes, and records payments from established escrow accounts, accepts fees, reconciles cash drawer/receipts prior to submittal to finance department
- Date stamps, logs, and maintains individual parcel folders and enters electronic data into specific databases
- Documents and logs incoming permit applications and plan submissions.
- Prepares and prints monthly reports for submittal to the U.S. Census Bureau, York County Tax Assessment Office, Township Tax Collector, and others, as required
- Prepares general correspondence and files.
- Assists in preparation and distribution of meeting packets and set up of the Board Room in preparation for meetings.
- Maintains project folders for subdivision and land development proposals and enters electronic data into specific databases
- Assists with Community Development workflow schedule to improve efficiency of operations
- Performs other assignments as required
Qualifications
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of business English, spelling, and punctuation
- Ability to communicate effectively and follow verbal and written instructions in English
- Knowledge of general office practices, procedures, and equipment
- Knowledge and the ability to use computer hardware and standard office software, including financial software
- Ability to exercise good judgment, courtesy, and diplomacy in dealing with the public and coworkers
- Ability to establish and maintain effective relationships with associates, other government agencies, and the public
- Ability to make mathematical computations and tabulations, and name and number comparisons with speed and accuracy
- Ability to organize tasks to meet required timelines
- Ability to type/word process with speed and accuracy using standard word processing software
- Ability to handle sensitive and confidential information in a professional manner
- Ability to work independently on difficult or complex assignments
- Ability to maintain records and prepare accurate reports
- Ability to attend all training as required
- Ability to lift objects up to 10 pounds
- Ability to regularly report to the job at assigned times and perform assigned duties
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
- High school diploma or equivalent; Associates Degree preferred
- Two years of experience in a front-line office environment, local government experience with zoning or permitting preferred
- One year of experience in customer service work
- Experience in computer hardware/software, including word processing, spreadsheets, and database programs
Any combination of education and experience that indicates possession of the skills, knowledge, and abilities listed herein
LICENSES, REGISTRATIONS AND CERTIFICATES
- Possession of a valid Pennsylvania driver’s license
SPECIAL REQUIREMENTS
- Ability to pass physical/medical tests, including functionality test
- Ability to pass drug-screening test
- Ability to pass psychological exam
- Ability to pass background investigation
PHYSICAL DEMANDS AND WORK ENVIRONMENT
- The work is primarily sedentary in nature but also requires a high degree of mobility
- The work is generally performed in an office setting but occasionally involves visits to other Township facilities, parks, professional offices, and institutional facilities
