GENERAL PURPOSE

Responsible for overseeing the accurate and timely processing of payroll for all district employees, including teachers, administrators, and support staff. This role requires a strong understanding of payroll systems, compliance with federal, state, and local regulations, as well as district policies. Must have the ability to maintain confidentiality and integrity in handling sensitive financial and employee information. Responsible for leading a team, managing payroll systems, and providing customer service to district employees regarding payroll-related matters.

 

ESSENTIAL JOB FUNCTIONS

  • Compile statistical and payroll data from a variety of sources providing summaries to other personnel, and/or ensuring compliance with established guidelines.
  • Coordinate the payroll process with other departments and sites delivering services in compliance with established guidelines.
  • Audit payroll to ensure the accuracy of the payroll process.
  • Maintain a wide variety of payroll records ensuring the availability of documentation and compliance with established policies and regulatory guidelines.
  • Responsible for ensuring the district adheres to all federal, state and local laws and reporting guidelines.
  • Process payroll documents and materials disseminating information to appropriate parties.
  • Reconcile payroll account balances, liability accounts and quarterly 941s.
  • Resolve discrepancies with payroll and/or benefit information and/or documentation ensuring accuracy of records and employee payments.
  • Respond to inquiries regarding payroll procedures providing necessary information for making decisions, assisting employees, taking appropriate action and/or complying with established fiscal guidelines.
  • Conduct regular payroll audits and reconciliations to ensure data integrity.
  • Analyze payroll data and generate reports for management.
  • Supervise and train assigned personnel ensuring success of department and individual performance objectives.
  • Support the Director III – Business Services in completing payroll operations ensuring timely and accurate payroll generation.
  • Perform other related duties as required/assigned.

QUALIFICATIONS AND REQUIREMENTS

Education and Experience

  • Bachelor’s Degree from an accredited college or university, preferred.
  • Minimum of four (4) years of job related experience with increasing levels of responsibility is required.

Certificates, Licenses and Other Special Requirements

  • Must pass a criminal background clearance the results of which must be satisfactory to the District.

  • Read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems.
  • Knowledge based competencies required to satisfactorily perform the functions of the job include principles and techniques involved in payroll preparation, monitoring and control; labor contracts and their impact on payroll; and State Education Codes and other applicable laws.
  • Skill to perform multiple, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions.
  • Skill based competencies required to perform the functions of the job, including applying federal, state, and District policies and regulations; preparing and maintaining accurate records; and using pertinent software applications.
  • Ability to read technical information, compose a variety of documents, and/or facilitate group discussions.
  • Ability to analyze situations to define issues, draw conclusions and create action plans.
  • Ability to schedule a number of activities, meetings, and/or events; gather, collate, and/or classify data; and use job-related equipment.

  • Ability to apply critical thinking/problem solving to improve work processes.

  • Ability to work as part of a team; analyze situations and make accurate decisions; work on multiple projects; and deal with frequent interruptions and changing work priorities.

 

Working Conditions and Physical Requirements

  • Work environment is primarily inside, where the noise and temperature levels are moderate.
  • The work is sedentary work that requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects.
  • Must possess the physical ability to perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance.
  • Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking.

 

Salary : $76,388 - $110,760
