Description of Basic Responsibilities :
The Human Resources Manager reports to Executive Leadership and ensures compliance with personnel policies, Head Start performance standards, federal and state labor laws, and labor contract agreements. This position oversees personnel administration, employee relations, recruitment, retention, compliance, benefits administration, training, and HR policy implementation for Head Start / Early Head Start staff.
Essential Functions :
- HR Compliance & Policy Implementation
Research, interpret, revise, and implement HR policies and procedures to ensure legal compliance with HHS, DCFS, Head Start performance standards, and federal / state labor laws.
Oversee staff recruitment, hiring, and onboarding while ensuring adherence to EEO, FLSA, FMLA, ADA, and OSHA regulations.Maintain compliance with background check requirements, I-9 documentation, and personnel records for all staff.Employee Relations & Labor RelationsAct as the agency representative for labor negotiations, grievances, and conflict resolution with union representatives.
Investigate and document employee complaints, grievances, and disciplinary actions while ensuring due process.Provide guidance to supervisors on performance improvement plans (PIPs) and disciplinary actions.Benefits Administration & CompensationManage employee benefits programs, including health insurance, retirement plans, PTO, and workers’ compensation.
Conduct benefits enrollment, tracking, and compliance audits.Ensure transparency and effective communication regarding policy changes and benefits updates.Training & Staff DevelopmentDevelop and implement staff training programs, ensuring compliance with Head Start professional development requirements.
Provide training on HR policies, labor laws, performance management, and workplace compliance.HR Data Management & ReportingMaintain accurate personnel records, track compliance, and generate reports for Head Start program audits.
Manage HRIS systems, with preference for experience in ADP Workforce Now.Provide data-driven insights to leadership regarding hiring trends, retention, and workforce development.General HR Administration & ConfidentialityEnsure the security and confidentiality of employee records and HR documents.
Attend and participate in HR-related committees, leadership meetings, and Head Start policy council discussions.Qualifications :
Bachelor’s degree in Human Resources, Business Administration, or a related field (HR certification preferred).Minimum 3-5 years of HR experience, preferably in Head Start / Early Head Start, education, or nonprofit organizations.Strong knowledge of federal and state labor laws, including union negotiations.Experience with HR systems and payroll platforms (ADP Workforce Now preferred).Excellent interpersonal, conflict resolution, and communication skills.Ability to work in a fast-paced, high-demand environment while maintaining accuracy.Must pass DCFS background check and health examination.Ability to travel for trainings, conferences, and meetings as needed.Benefits :
