New York City Health and Hospitals (HHC) is seeking a Business Analyst Level 3 The Business Systems Analyst's Lvl 3 role is to plan, design, develop, and launch efficient business, financial, and operations systems in support of core organizational functions and business processes. This includes gathering and analyzing data in support of business cases, proposed projects, and systems requirements. The Business Systems Analyst is also responsible for generating and compiling reports based on the findings, complete with probable causes and possible solutions to systems issues. This individual will apply proven communication, analytical, and problem-solving skills to help maximize the benefit of IT system investments. The successful candidate will play a critical role in leveraging Snowflake's data platform to accelerate the adoption of AI in health and hospital projects. This role involves implementing rules-based logic and creating structured data models for Retrieval-Augmented Generation (RAG) to support decision-making and improve operational efficiency and clinical outcomes.General Tasks and Responsibilities Will Include : Technical : Own the functional requirements link between the customer, development team and any third party regarding software functionality, throughout the development lifecycle. Collecting, understanding, and transmitting the business requirements for the project, and translating these into functional specifications and detailed test plans Ensures issues are identified, tracked, reported on and resolved in a timely manner. Communicates needed changes to development team. Possesses understanding in the areas of application programming, database and system design.Project Execution : Assists in enforcement of project deadlines and schedules. Communicates and applies project standards. Manages resources in accordance with project schedule. Weekly reports to be produced for the project manager showing progress against outstanding milestones, status, resource requirements, issues, risks and dependencies. Day to day management of change requests in relation to the project plans to ensure agreed deadlines are met.Communication : Facilitates the scheduling and arrangement of meetings and workshops necessary to keep the project moving along. Delivers informative, well-organized presentations. Understands how to communicate difficult / sensitive information tactfully.Analysis : Analyze and document business processes. Document workflows and results of business analysis and obtain sign-off from client on the specificationsQualifications : A Baccalaureate Degree from an accredited college or university with a major in Computer Science, Systems Engineering, applied Mathematics, Business Administration, Economics / Statistics, Telecommunications, Data Communications, or a related field of study; and Five (5) years of progressive, responsible experience in the field of data processing, computer systems, and applications. Operations Specialty requires supervisory experience (5 years). Network Services requires a telecommunications background and experience. Broad knowledge and expertise in the characteristics of computers, peripheral devices, communications systems and hardware capabilities, programming languages, E.D.P. applications, systems analysis methodology, data management and retrieval techniques; or A satisfactory equivalent combination of training, education, and experience.Additional Details : Service Period (months) : 6 months Remote Role.
