Minimum Requirements/Additional Provisions
a. Vendor s Minimum Requirements.

Respondents must be M/WBE certified and shall have a minimum of five (5) years prior experience providing professional technology staffing services.
b. MANDATORY SKILLS/EXPERIENCE:

Note: candidates who do not have the mandatory skills will not be considered.
8 to 10 years of total experience in testing with a firm understanding of functional, end-to-end testing system testing, user acceptance testing, and regression testing for mission critical business applications, at least 6 of which in a web/client-server environment.
Experience performing software testing in all phases of SDLC and Agile /Scrum project management.
Comprehensive knowledge and application of advanced QA concepts, practices and procedures.
Experience estimating testing tasks and planning test schedules in accordance with project scope and agile delivery expectations.
High proficiency in developing and executing manual and automated test scenarios and test cases to address database impacts, regression testing, end-to-end and integration testing, boundary analysis/negative testing, error or defect retests, usability testing.
Expertise in integration testing between internal and external systems
Knowledge of data migration testing techniques to ensure data integrity, accuracy, and consistency. Ability to create test plans for before-and-after analysis of migrated data.
Experience with testing applications for diverse user bases, including internal employees and public users. Ability to test different roles, permissions, and accessibility standards.
Ability to analyze complex systems, identify potential issues, and predict scenarios that need testing.
Hands-on experience developing and executing software test plans, verifying that the software developed meets the requirements as defined by provided specifications, and identifying and documenting any defects that need to be corrected or enhancements in usability that need to be implemented prior to code being promoted to the production environment.
Experience with test case management and defect tracking tools such as HP ALM/Quality Center, Microsoft Test Manager, Pivotal Tracker, JIRA, and Azure DevOps.
Excellent computer skills, including but not limited to: knowledge of multiple software programs
( Word, MS Excel, Quality Center, etc.), operating systems, basic networking skills, and basic hardware knowledge.
c. Preferred Skills/Experience for Consultant Candidates:

BA/BS Degree or equivalent, in a technology related field or other degree preferred.
Direct hands-on experience with automated testing tools such as UFT/QTP, Selenium, and other tools.
Experience with tools like JMeter or LoadRunner to simulate and evaluate application performance.
Excellent analytical and problem-solving skills to help validate IT processes through comprehensive testing.
Good communication, presentation, and leadership skills.
Experience testing Geographic Information Systems (GIS) and related workflows. Familiarity with spatial data validation and map-rendering issues.
Experience in working in Wireless/Mobile/Disconnected architecture/applications.
Prior experience working with asset management system development.
Good communication, presentation and leadership skills.
Quickly learning new tools, technologies, or domain-specific knowledge as required by the project.
Ability to set priorities and multi-task in a fast-paced environment.
