The Program Director of Secondary Services provides oversight for the development and operation of all HIV services including case management, HIV / HCV / STI prevention and testing, syringe service program, overdose education and Narcan distribution, and Latino outreach project serving 1,000 patients annually.

Duties & Responsibilities
Monitor implementation of program goals for four contracts totaling $1.6 M including MDPH HIV services, MDPH Bureau of Substance Addition Services (BSAS), City of Providence HOPWA and SAMHSA.
Review monthly grant expenditures, prepare documentation for requisitions, and adjust spending to meet state and federal budget requirements.
Supervise thirteen staff, providing ongoing coaching, feedback, and support to build their capacity to further the mission of the organization.
Provide monthly individual supervision to staff and evaluate based on core competencies.
Recruit, hire and oversee training of new staff.
Write and prepare all required grant reports on progress and outcomes of program activities and ensure timely submission.
Develop department policies and practices and monitor data collection compliance and quality across the program.
Develop or refine programming to meet the secondary service needs of SSTAR and the larger community.
Participate on the Management Team and provide input on the strategic direction of the organization.
Identify new funding opportunities and write grant applications to expand or enhance services.
Collaborate with the Research Department to identify opportunities for HIV research and monitor implementation of two research projects.
Develop relationships with other partner agencies to increase collaboration in the community.
Facilitate monthly department meetings.

Experience and Skills
Education & Experience
3-5 years of related experience required.
Master's level degree in Public Health, Social Work, or related discipling preferred.
LICSW, LMHC, LMFC, LCSW preferred.
Ability to communicate effectively with clients, medical providers, and other staff.
Thorough knowledge of HIV programming and secondary services, including current trends and research.
In-depth knowledge and experience of quality improvement and project management and ability to utilize technology for reporting purposes.
Ability to analyze, interpret, report, and disseminate data.
Knowledge of health and social service needs of persons with HIV and SUD.
Experience with federal programs including SAMHSA preferred.
