About the Organization

S.T.A.R. Programs is a non-profit agency that provides residential care to youth (ages 16-17) and young adults (ages 18-21) in the foster care, juvenile justice system, and refugee foster care system. S.T.A.R. Programs is committed to providing safe and inclusive residential programs with guidance and support for adolescents and young adults to build and practice their independent living skills. Our staff work directly with the youth and young adults to provide structure, supervision, behavior management, and support.

Description

S.T.A.R. Programs is a non-profit agency that provides residential care to young adults (ages 18-24) who are displaced and do not have a stable place to live. S.T.A.R. is committed to providing a safe place in order to help our young adults rebuild and strengthen their futures by providing a continuum of care including connecting them to mental health services, independent living skills, educational, and recreational services. We are looking for individuals who have a lot of energy, patience, and enjoy working in a fast paced environment!

The YHDP Housing Specialist must have a Bachelor's Degree in Urban Planning and housing, or social or behavioral science and at least one year of experience with property management, locating housing opportunities and working with property managers. Knowledge of Housing First, Positive Youth Development, and Trauma Informed Care models are preferred. Lived experience is preferred. This is a full time position and will require participation in an on-call rotation.

Position Requirements

Qualifications for these positions include but are not limited to :

  • Must be at least 21 years of age
  • Bachelor's Degree with a major focus of Urban Planning and housing. Or Bachelor's Degree in a Social or Behavioral Science
  • Have a background in reality or housing people with housing insecurity
  • Ability to pass a through background check
  • Possess a valid driver's license for at least 5 years and a clean driving record
  • Ability to pass a TB test
  • Familiar with standards and procedures of property management
  • Case Management experience with navigating the housing market
  • Experience in working with various young adults who are overrepresented in the homeless population that derive from different cultural, racial, ethnic, socioeconomic backgrounds or sexual identity.
  • Skill set in mediation and negotiation skills.
  • Ability to communicate effectively and have strong interpersonal and listening skills.

Responsibilities and expectations of this position include but are not limited to :

  • Provide housing support services to young adults in Transitional Housing and Rapid Rehousing Program
  • Ability to navigate through stressful and unpredictable situations in a calm and professional manner
  • Must have understanding and knowledge of tenant-landlord law
  • Assist young adults with transportation in attending housing tours, completing forms and documentation, and following up with applications
  • Maintain consistent communication with young adults and coworkers including in person meetings and over the phone communication
  • Maintain professional boundaries with young adults and coworkers
  • Abide by HIPPA and Confidentiality standards (including telephone, internet, and documentation)
  • Abide by Housing Urban Development guidance and expectations for documentation and monitoring
  • Provide assistance to young adults on how to search for, secure, and maintain housing opportunities.
  • Provide guidance to young adults related to their responsibilities as a tenant and as part of a housing program.
  • Network with community services and community organizations and maintain professional working relationships with government agencies and property owners.
  • Conduct rent reasonableness review
  • Assist with locating housing opportunities based on young adult need and choice
  • Build professional relationships with landlords and identify opportunity for housing options
  • Provide housing workshops to staff and young adults based on tenant landlord rights
  • Document and submit financial assistance forms according to HUD standards and Agency Policies
  • Maintain up-to-date records in HMIS and young adult files
  • Conduct inspections of potential units to ensure they meet standards
  • Upholding professional and ethical standards when representing information regarding S.T.A.R. to outside organizations.
  • Collaborate and maintain effective communication with agency specialists and community service providers
  • Connect young adults to community resource and services related to housing
  • Maintain up to date and accurate records and ensure data entry is completed in a timely manner. Must audit files for accuracy and completeness on an ongoing basis.
  • Attend staff meetings and participate in agency / community provider trainings
  • Keep up with current legislation and training opportunities related to your speciality
  • Access to a well maintained operating personal vehicle
  • Proof of completed COVID 19 vaccination and booster is required.
  • This is not an all inclusive list and additional tasks will be assigned in order to meet young adults needs.
