PURPOSE
The purpose of this job is to guide SCCAD as a high reliability organization through stewardship, consensus building, and transformational leadership by focusing on the five principles of : sensitivity to operations, commitment to resiliency, reluctance to simplify, preoccupation with failure, and deference to expertise.
DESCRIPTION
A full-time, exempt, salaried employee who reports directly to the Board of Directors. Under the general direction of the District's Board of Directors, coordinates all activities related to the completion of the organization's mission. The position requires a background in public and business administration.
QUALIFICATIONS
1. Education and Experience :
- Bachelor’s degree in EMS, public administration, business administration, management, leadership or related field of study required (Master’s degree preferred).
- Minimum Ten (10) years’ experience in emergency services with at least five (5) years in senior leadership.
- Knowledge of insurance billing practices related to both governmental and commercial insurers is preferred.
2. Job Knowledge :
Comprehensive understanding of all components of an EMS system, as well as laws, regulations and requirements related to EMS.Principles and practices of public administration.Budget management and forecasting.Brand ambassadorship.Modern office management principles and practices.3. Skills

Valid driver's license.Valid National Registry EMT or Paramedic licensure preferred. Missouri EMT or Paramedic licensure required.Ambulance service manager (ASM) preferred.Fellow of the American Academy of EMS Executives preferred.TYPICAL DUTIES AND RESPONSIBILITIES
1. Administrative :
Coordinates the planning and implementation of the District's short and long-range goals, as approved by the Board of Directors.Makes recommendations to the Board of Directors for originating or revising District policies.Oversees the overall financial planning of the District.Coordinates and finalizes budget preparations.Represents the District at appropriate state, regional and local functions.Ensures that the District is in compliance with all State and Federal laws.Serves as the primary liaison to the EMS legislative process at the state and local level.Attends meetings, seminars and developmental programs needed to stay abreast of changing trends in EMS.Performs other duties as assigned by the Board of Directors.2. Personnel :
Inspires and creates recruitment programming rooted in diversity.Makes recommendations to the Board of Directors regarding the hiring, termination and approval of any other change in status of all employees whom the Chief Executive Officer customarily and regularly directs.Reviews grievances and renders decisions.ESSENTIAL FUNCTIONS

Concentrated attention with regards to writing and preparing Board information, correspondence with other agencies, attorney’s and various written communication.
5. While on a call the job requires exposure to any of the following environmental conditions :
Occasionally (15% to 40%) exposed to outdoor weather conditions, extreme cold (non-weather), extreme heat (non-weather), subject to oils (mechanical or food) and work in hazardous traffic.
6. The noise that is experienced on the job is a moderate noise level (i.e. office with computers and / or computer printers and clinical equipment).
7. Job requires supervisory responsibilities and coordination relating to direct supervision and indirect supervision of employees. The number of employees directly supervised is up to ten (10) and the number of employees indirectly supervised is over 50 employees.
