PURPOSE

Directs and coordinates the design, planning, construction, maintenance and alteration of all operations of the District as they pertain to facility repair and maintenance, new facility construction and Real Estate acquisition. The Director contributes greatly to the overall readiness of EMS crews as it relates to facilities. By ensuring District facilities are top-flight, the Director makes substantial contributions to improving patient outcomes.

DESCRIPTION

A full-time, exempt salaried employee of the District who reports directly to the Assistant Chief.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Administrative:
    • Prioritize all repair requests and direct Facilities personnel in the completion of repair work. Designate repair and maintenance needs to be outsourced, develop bid specifications for these projects, and solicit bids, award contracts and review contractor’s performance. Solicit bids and purchase supplies, furniture, and equipment for all District facilities.
    • Consult with architects and site engineers to convey the needs of the District for each individual project, present plans for municipal planning and building approval, compile bid specifications, solicit bids, award construction contracts, ensure contractors perform all services proposed to the satisfaction of the District and follow all labor, insurance, and prevailing wage requirements.
    • Once the Assistant Chief has specified target area, consult with all available resources to find suitable parcels for construction, paying close attention to cost, road access, utility availability, zoning and environmental conditions.
    • Accurately forecast annual budgetary needs as they relate to construction projects, repair and Facility needs, facility supplies, service contracts and utility costs. Review and approve all bids and expenditures related to property and facilities.
    • Attend monthly Board of Directors meetings and be available and prepared to answer any questions of the Board in addition to giving periodic progress reports on current projects.
    • Perform other duties as assigned by the Assistant Chief.
  • Personnel:
    • Customarily and regularly manages assigned employees; interviewing, hiring, promoting, and training Facilities personnel; communicate performance expectations, productivity and accountability; planning and assigning work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems and enforcing District policies as they relate to Facilities personnel. Poses a working knowledge of District policy as it pertains to Facilities personnel. Review Facilities division performance and progress on a weekly basis with the Assistant Chief.
    • Prioritize all repair, maintenance and special needs projects and direct Facilities personnel in the completion of all work.
    • Recommends corrective action to the Assistant Chief when necessary up to and including termination. The Director’s opinion will be given particular weight on the level of corrective action issued to the employee.
  • Operations:
    • Act proactively in assessing repair and maintenance needs of all District facilities and implement solutions.
    • Award service contracts and monitor and review vendor performance in the areas of carpet cleaning (all District facilities), lawn care, snow removal, elevator maintenance, waste hauling and pest control.
    • Write and manage emergency plans for Unified Headquarters to include evacuation strategies for fire emergencies, protocol development for earthquakes, tornados, and other threats (bombs, shooters, etc.)

MARGINAL DUTIES AND RESPONSIBILITIES

  • Ensure Public Relations trailer and EMS golf cart are delivered and made ready for use at various events throughout the year. Coordinate meeting setup for District functions held at Unified Headquarters.

QUALIFICATIONS

  • Education and Experience:
    • Bachelor of Science degree in construction management, project management, engineering, or in a related field from an accredited post-secondary institution is required...
    • Five (5) to Seven (7) years previous supervisory experience in facilities management, engineering or construction preferred.
    • Experience with building automation systems (BAS) preferred.
  • Certificates, Licenses, Registrations:
    • Valid driver's license.
    • Project Management Professional (PMP).
    • Certified Facility Manager (CFM)
  • Skills
    • Mathematical Skills – Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
    • Language and Interpersonal Communication Skills – Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Focus on solving conflict, not blaming. Maintains confidentiality; listens to others without interrupting; keeps emotions under control and remains open to others’ ideas.
    • Reasoning Ability and Problem Solving – Ability to solve practical problems and deal with a variety of concrete variable in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. Identifies and resolves problems in a timely manner; gathers and analyzes information skillfully; develops alternative solutions; works well in group problem solving situations.
    • Written Communication and Oral Communication – Writes clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; presents numerical data effectively; able to read and interpret written information. Speaks clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions; demonstrates group presentation skills and participates in meetings.
    • Managing People – Takes responsibility for subordinates’ activities; makes self available to staff; provides regular performance feedback; develops subordinates’ skills and encourages growth; solicits and applies customer feedback (internal and external); continually works to improve supervisory skills.
    • Computer Skills – Understanding of Microsoft windows, Word, Excel, Photo Editor, Power Point, Outlook and building automation software
    • Other Skills – Ability to operate construction hand and power tools, testing equipment, ladders and scaffolding. Ability to operate lawn care equipment as well as snow and ice removal equipment. Independently plan, organize, schedule, coordinate and make decisions and judgments relating to assigned projects and other responsibilities.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
