What are the responsibilities and job description for the OFFICE MANAGER / PARKS DEPARTMENT position at St. Charles County Government?
JOB OVERVIEW: This position will be responsible for the direction of daily office operations to include centralization of business/financial operations, customer service, marketing, programing, on-line reservation system, purchasing, payroll, training and other administrative duties.
RESPONSIBILITIES:
- Directs assigned daily office operations. Supervises department office operations including customer service, marketing, program and special event staff. Coordinates work and information flow. Assist office staff with questions and concerns from customers, vendors and citizens. Coordinates office tasks with Division Supervisors and various Division operations.
- Performs special assignments such as compiling reports, researching information and summarizing data or publications.
- Prepares monthly expense and revenue line item budget report. Prepares budget worksheets for each Division.
- Develops and sets work deadlines.
- Composes correspondence requiring understanding of technical matters.
- Administers petty cash account.
- Notes commitments made during meetings and arranges for staff implementation; draws attention to important actions or potential conflicts.
- Prepares and distributes policy and procedure change memos.
- Reads and understands the content of incoming materials.
- Maintains and distributes official department policies and manuals.
- Handles travel and conference requests, arrangements, expense reports and mileage reports for Director and other office staff.
- Prepares and coordinates agendas.
- Prepares department payroll. Reviews timesheets. Reviews and submits employee accident and injury reports. Reviews and tracks training request.
- Conducts Division staff meetings. Assigns work priority. Plans and assigns work. Establishes goals and deadlines. Reviews work for accuracy and completeness. Determines work methods and materials.
- Assist Parks Director in developing departmental budget. Submits and monitors budget. Oversees all departmental accounts payables, receivables, and contracts. Prepares deposits. Prepares monthly expense and revenue line item budget reports.
- Assist and advises Parks Advisory Board and Park Foundation.
- Performs other duties as assigned.
REQUIREMENTS:
- Education
- High school diploma or equivalent.
- Bachelor’s degree in business, parks and recreation management or a related discipline required.
- Job Experience
- 3-5 years of experience.
- Administrative experience with additional training in the clerical field.
- Knowledge, Skills and Abilities
- Expert in all Microsoft Office Suite applications.
- Proficient with Munis and standard business, recreation specialty software and hardware.
- Demonstrated ability to deal with high level contacts inside and outside the County.
- Requires independent judgment and initiative on assignments that are sensitive in nature.
- Valid motor vehicle operator’s license required.
- Any combination of education and experience that provides equivalent knowledge, skills, and abilities required.
