This position is primarily responsible for developing, managing, and implementing non-capital improvement and maintenance projects for the parks division. This position is expected to perform a variety of semi-skilled and skilled work in the construction, maintenance, conservation, and repair of parks, recreation facilities, and buildings.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Perform grounds maintenance activities including, but not limited to, mowing, snow removal/plowing, trail maintenance, use area maintenance, herbicide application, hazard tree and brush removal and other related tasks.
  • Perform construction, maintenance and repair to all buildings and park structures, involving concrete, drainage structures, retaining walls, masonry, grading, pavers, metal work, welding, woodwork, fencing, trail maintenance, and minor electrical and plumbing to meet the program and property standards.
  • Troubleshoot repairs, maintenance, installation, vendor coordination and tasks related to parks.
  • Identify equipment needs for each assigned project, maintain work logs, reporting, written work records, maintenance and repair logs.
  • Provide day-to-day direction, supervision, training, and guidance of 1-2 seasonal employees. Effectively identify, prioritize, and delegate work responsibilities and tasks.
  • Identify seasonal staffing needs and requirements. Participate in the recruiting, screening, interviewing, and selection process. When needed, provide recommendations regarding employee disciplinary action and discharge to the Parks Administrator.
  • Plan, maintain, and disseminate a seasonal employee work schedule. Approve employee timesheets and ensure proper reporting and submission.
  • Assists Community Development Director, Parks Administrator and department staff with planning, managing and overseeing park development projects, including writing, submitting and administering grant applications, proposals and reimbursements.
  • Assists Parks Administrator with preparing agreements and specifications for work and products provided by a contractor or supplier and monitoring the work to ensure compliance within specifications and County standards.
  • Provide recommendations to the Park Administrator and Director on annual budgets; forecast necessary funding for staff, equipment, material, and capital improvement plans.
  • Safely operate and maintain park vehicles/equipment (trucks/trailers, tractors and other heavy equipment, ATV s, snowmobiles, boats, riding mowers, gas/electric power tools, stationary shop tools and other equipment, etc.).
  • Serve as one of the main points of contact for the St. Croix County snowmobile trail system and attend club and DNR meetings as directed.
  • Maintain trails and signs to comply with regulations and standards to protect and inform customers.
  • Post boundary signs and construct fence lines to delineate park boundaries. Maintain gates and entrance and exit points.
  • Perform annual procedures for all water distribution systems. Inspect, maintain, and minor repair to well houses, pressure tanks, meters, gauges, shut-off valves, sample points, pressure relief valves, and controls.
  • Perform general maintenance on septic systems and vaults.
  • Perform routine building cleaning to meet public health standards.
  • Attend various meetings; prepare reports as requested.
  • Enforce all park rules, County policies, regulations and the County Park Ordinance, Chapter 30. Patrol park property to ensure compliance, prevent fires and reduce vandalism.
  • Participate in county-required safety training for required skills and continuing education to maintain required certifications.
  • Work cooperatively with other County departments, state and federal agencies, non-profit groups, citizen advisory groups, sportsman s clubs, recreational groups, and volunteers to promote the County park system. Assists the department and County s marketing teams with public relation matters and marketing campaigns.
  • Perform required or needed wildlife habitat management projects.
  • Perform seasonal park worker duties when needed.
  • Conduct the sale of admission stickers, camping registrations, equipment rentals, and collection of revenue for other permits/merchandise.
  • Attend approved park and recreation related conferences, seminars, or trainings as directed.
  • Other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the methods, equipment, tools and materials used in all phases of park building and recreational facility operation, repair and maintenance.
  • Knowledge of the operation, care, and repair of maintenance equipment and tools.
  • Knowledge and application of OSHA regulations.
  • Working knowledge of occupational hazards (OSHA) and safe work practices.
  • Basic general knowledge of electricity, plumbing, carpentry, and cement work.
  • Ability to operate, maintain and develop park properties and their facilities.
  • Ability to perform manual labor and general maintenance and repair work of park properties and their facilities.
  • Ability to instruct employees in chemical handling and in safety practices and procedures and supervision of seasonal staff.
  • Ability to work the allocated hours of the position including weekends and attending evening meetings.
  • Skill in analyzing administrative information and issues, defining problems, and evaluating alternatives.
  • Recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to instruct and train in methods and procedures.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Knowledge of County programs, policies, procedures and practices.
  • Knowledge of local government organization and its departmental operating requirements.
  • Ability to analyze and prepare organizational and functional reports from research data.
  • General knowledge of standard office procedures, practices, equipment and office assistance techniques.
  • Knowledge of the use of a multi-line telephone system.
  • Ability to read and understand basic County and State policies and procedure of limited scope and difficulty.
  • Ability to work the allocated hours of the position. This position requires the ability to work a variety of work shifts including day, night, weekday, weekend, holiday, evening meetings and flexible locations including all St. Croix County managed park properties.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor s Degree in outdoor recreation management, parks management, natural resources, forestry, recreation, conservation, construction management or other related field.
  • Minimum of three (3) years of experience in park maintenance or general light construction, preferred.
  • Previous supervisory or leadership experience, preferred.


LICENSES, CERTIFICATES, AND OTHER REQUIREMENT

Additional certifications must be obtained and maintained as outlined below.

  • Introductory chainsaw safety course completion (obtained within (1) year of hire).
  • Wisconsin Boating Safety Certification (obtained within one (1) year of hire).
  • Wildfire Certification S130/S190/L180 (obtained within one (1) year of hire).
  • Commercial Pesticide Applicators license (obtained within two (2) years of hire).
  • Snowmobile Safety Certification (obtained within two (2) years of hire).
Full Pay Range: $56,347 - $78,499
