What are the responsibilities and job description for the Utility Cashier position at St. James Municipal Utilities?
PRINCIPAL PURPOSE OF POSITION
Responsibilities include, but are not limited to, posting meter readings, assisting as needed to prepare monthly utility billing and accounts receivable & updating monthly reports, assisting customers with utility payment collections and inquiries.
LEVEL OF AUTHORITY / SUPERVISORY RESPONSIBILITIES
The Utilities Cashier works under the direction of day-to-day supervision, administrative direction, and performance evaluation of the Utility Accounting Clerk. The Utilities Cashier has no supervisory responsibilities.
ESSENTIAL JOB FUNCTIONS
Essential duties and responsibilities may include, but are not limited to the following:
Work with customers to set up new accounts; enter, revise, end, transfer and maintain accounts; prepare billing forms to be distributed to customers; explain city policies and procedures related to utility services; establish new account numbers; receive and verify data about customer and accounts including maintaining meter sheets.
Maintain customer accounts with a high degree of accuracy.
Respond to public inquiries rather by phone or in person and assist in providing information on, but not limited to, utility billing questions, payment arrangements, utility complaints, and general City services.
Provide counter and phone help to customers, receipt utility payments, and any other accounts receivable for the City.
Post accounts receivable using established accounting software on a regular basis.
Assist with opening computer, vault and cash drawer at the beginning of day and verify beginning balance of co-workers cash drawer amounts. Daily Cash Drawer Close-Out and all reports that go along with that.
Maintain office files as required for easy retrieval of a variety of records.
Provide office support including but not limited to copying, filing and typing.
Willing to commit to a teamwork environment; work efficiently in the office setting and prioritize tasks consistent with daily requirements of the office.
Willing to cross-train within the office to learn duties and responsibilities of other positions.

Responds to public inquiries in a courteous manner; provide information within the scope of authority and knowledge and refers to other city employees as appropriate.

MINIMUM QUALIFICATIONS
Education, Training & Experience
(A) High School Diploma or equivalent.
(B) Experience in customer service
Knowledge of
(A) Policies and procedures related to utility services, customer accounts and billing process.
(B) Effective methods and techniques of customer service
(C) Office procedures, methods and equipment including computers.
(D) Knowledge of modern office procedures, practices, and equipment.
(E) Considerable knowledge of the standards and methods of customer account maintenance.
(F) Knowledge of basic bookkeeping and billing practices.
(G) Strong knowledge of operation of computer and programs
(H) Pertinent Federal, State and Local laws, codes and regulations.

The Utilities Cashier works regular hours, year-round, with some overtime work. The work for the position is indoors. The Cashier is responsible for safety and legal issues for which this position is responsible.
