DUTIES: The Director of Public Safety oversees and coordinates safety and security services to the St John's campus community and ensures appropriate function of both Public Safety and Switchboard departments. Implements and maintains good communications between public safety, switchboard and the community. Monitors campus safety conditions. Develops and implements campus crime prevention and safety programs. Manages the college's fire safety programs. Advises on and manages enforcement of college safety and security policies; including escalation, investigation, and resolution of violations/events. Responds to and/or coordinates response to life threatening and non-life-threatening emergencies or critical incidents. Maintains all necessary records for compilation and submission of annual Clery report to U.S. Department of Education. Manages staffing and coordinating of employee and student shuttle service. Prepares and manages annual Department budget.

 

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

  • Establish, coordinate, and maintain community public safety system. Respond to life threatening and non-life-threatening emergencies and critical events, determine whether outside agencies such as police or EMS should be involved. Meet with community members and groups to address all safety and security concerns as needed. Create, maintain, and revise policies in coordination with officers of the college. Create and promulgate community related safety communications. Coordinate and oversee security for college events, large and small, perform crowd control and emergency response duties as appropriate. Required to be available on-call 24 hours per day, and willing to cover shifts (all or in part) when staffing or operational conditions warrant.
  • Supervise all security and switchboard staff. Oversee and coordinate all staffing issues, set daily task lists and post orders. Coordinate training, performance evaluations, and benchmarking. Perform all duties related to scheduling, maintaining employee leave records and timesheets. Create and maintain employee safety trainings and qualifications. Coordinate monthly departmental refresher trainings. Program oversight and data entry for traffic tickets and parking permits and associated fees/fines to student bursar accounts.
  • Generate reports, perform record keeping and documentation. Compilation and filing of annual Clery report with Department of Education. Maintain security records database. Maintain, review, and revise campus emergency and evacuation plans as director of the emergency response committee. Recommend annual Department budget. Manage maintenance and operation of vehicles assigned to Public Safety.
  • Coordinate with the Director of Buildings and Grounds and the Vice President of Student Engagement to perform risk assessment, mitigations coordination, and planning. This includes emergency response planning and standard protocol planning. Coordinate community awareness trainings. Maintain interagency coordination with SFPD and other local agencies.
  • Maintains campus fire-safety procedures including annual inspection of all safety systems. Serve as the director of the emergency response committee, and as a member of the commencement committee.
  • Responsible for the annual review of the Drug Free Schools and Communities Act; including collaborating with students to review all drug and alcohol policies in the student handbook and making recommendations for revisions as needed.
  • Work with Buildings & grounds to perform and coordinate emergency, alarm, and complaint response and resolution on daily basis.
  • Certify applicants to drive campus vehicles, maintain up-to-date approved driver's database for all drivers insured by the college.

PERFORMANCE MEASUREMENTS:

  • Maintain a good working knowledge of the federal, state, and local law enforcement codes and all college policies.
  • Ability to perform all record keeping of statistics and filings to U.S. Department of Education and other agencies.
  • Ability to effectively manage all safety and security situations with tact and diplomacy.
  • Ability to effectively supervise and coordinate schedules and task lists for both college and contract employees.
  • Ensure performance reviews completed within 2 weeks of due date.
  • Maintain valid state issued driver's license.
  • Participate in shared after-hour, on-call response to emergency and crisis situations.

 

KNOWLEDGE & SKILLS:

  • Five to seven years’ experience in the field of Safety and Security or related field. Experience working in higher education desired.
  • A Bachelor's degree.
  • A significant level of trust and diplomacy is required, in addition to normal courtesy and tact. Work involves extensive personal contact with others and/or can be of a personal or sensitive nature. Work may involve motivating or influencing others. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others.
  • Familiarity with Microsoft Office products preferred. Excellent written, oral, and interpersonal communication skills are necessary. Work hours are normally 40 hours per week; 24 hours on-call as requested. Some weekends/holidays possible. Working special events (graduation, homecoming, Music on the Hill, etc.) required. CPR training required within one month of starting position.
  • Physically capable to run and defend oneself and others. Requires frequent sitting, standing and walking.

 

COMPENSATION: Grade 14 (Minimum Salary $56,893)
