What are the responsibilities and job description for the Chief Behavioral Health Officer position at St Johns Community Health?
The Chief Behavioral Health Officer leads all clinical programming and strategies aimed at meeting clinical benchmarks for quality and productivity, ensuring proper client care is being provided in accordance with all clinical program contracts and grants. The Chief Behavioral Health Officer is accountable for setting the clinical vision for the organization and the implementation of innovative and new clinical programming that supports the mission and vision of St. John’s, including growth. Duties include but not limited to increasing patient access, enhancing collaborative care, addressing quality measures, establishing and supervising all clinical service protocols and practices; supervision, coaching and mentoring of all clinical staff; and collaboration with partners, payers, and providers. The Chief Behavioral Health Officer will oversee all behavioral health projects and ensure that integration is supported while ensuring compliance with regulations. The Chief Behavioral Health Officer will work with the CEO, the Executive team, and other leaders to enhance and expand behavioral health services in and outside of Los Angeles County.

Qualifications/Licensure:

Education: (Required)
- A master’s or doctoral degree in a relevant field, such as psychology, social work, or public health.
Licensure/Certification:
- Current California Clinical License.
- Current Clinical Supervisor Certification.
- Board certified in the applicable specialty field for this position.
Experience: (Required)
- 5 or more years of experience in behavioral health management, including clinical and administrative roles; with 3 years of progressively responsible experience in clinical practice, one of which must have included management experience planning, directing, and coordinating the activities of a healthcare setting with an interdisciplinary approach.
- Strong leadership and organizational skills, with a proven track record of program development and implementation.
- Knowledge of current behavioral health trends and best practices, as well as federal and state healthcare regulations.
- A commitment to ongoing professional development.
- An understanding of how to ensure compliance with organizational and professional standards and applicable laws and regulations.
- Experience identifying and securing funding streams to support program initiatives.
- Experience and knowledge of multi-ethnic, diverse, and underserved communities.
- Experience in public health and/or FQHCs
- Demonstrated commitment to serving the needs of underserved communities such as undocumented workers, unaccompanied minors, LGBT populations, communities of color, youth/adolescents, and those experiencing homelessness, substance abuse, and/or mental illness.
- Willingness to work evenings and weekends, within the 40-hour workweek, as needed.
Responsibilities
Performs a combination, but not necessarily all, of the following duties:
- Lead and manage the clinical leadership team and all clinical staff through recruitment, retention, mentoring, coaching, and supervision; ensuring staff engagement to meet organizational and program clinical goals and objectives.
- Improve patient access and care.
- Address quality measures with the support of Chief Medical Officer.
- Provide clinical oversight in delivering behavioral health services across multiple service areas. This includes the development of policies and procedures, and protocols applicable to all behavioral health service staff and programs.
- Identify service and community partnership opportunities and plan, develop, implement, and evaluate a comprehensive system of behavioral health services.
- Provide guidance and recommendations regarding quality improvement, standards of care/practice guidelines, compliance, and legal issues to the executive team.
- Ensure staff meet ethical standards including all appropriate codes and Standards of Conduct and Professional Ethics.
- Oversees ongoing clinical staff development and collaborates with their team of Clinical Program Managers in program planning.
- Maximize resource utilization and achieve objectives through continuous process improvement and establishing cost effective care.
- Participate and regularly attend scheduled and ad-hoc state and national association meetings to stay informed of new opportunities and requirements, resources, innovative projects, and related training.
- Inform staff of essential updates, changes, or revisions.
- Focus on both strategic and operational imperatives while providing leadership to behavioral health teams.
- Ensure compliance with organization and professional standards and applicable laws and regulations.
- Identify and secure funding streams to support current and future program initiatives.
- Responsible for the integration of Behavioral Health (mental health and recovery) at clinics.
- Travel required between clinics within L.A. and I.E.
