The Domestic Violence Program Manager is responsible for ensuring all St. John’s portfolios of new and existing grant and contract deliverables are met. They are also responsible for communicating grant and contract successes to funders and other stakeholders through reporting and other means of communication, like writing, briefs, and presentations. They will work closely with program staff and senior leaders to ensure organizational effectiveness and compliance and ensure accurate reporting and procedural compliance on all grants, including governmental grants. Following awards, the Program Manager of Domestic Violence will monitor all phases of awards, project implementation, and closing—including assessment of technical progress and performance. They will be responsible for managing select programs, working with the Finance Department to manage program budgets and support program sustainability, and collaborating with other departments to identify and evaluate program opportunities according to overall strategic objectives. They will also participate in the development of agency relationships and collaborations. The Program Manager of Domestic Violence will oversee the provision of outreach, health and psychosocial education, linkage to care, and patient advocacy, among others. The Domestic Violence Program Manager will be responsible for the maintenance, and growth of the programs that provide services and linkage to victims and survivors of Domestic Violence, Sexual Assault, Intimate Partner Abuse, and Human Trafficking. The DV Program Manager will create training curriculums and oversee day-to-day programmatic and operational functions, including administrative, billing, provision of support groups, case-management & outreach and engagement, safety planning, court accompaniment, health and psychosocial education, linkage to care, patient advocacy, liaison with clinical, operations staff as well as with partner agencies and funders. The DV Program Manager will successfully provide leadership and supervision for this program and oversight to a team of Patient Advocates, Case Managers, Housing Navigator support staff.

Education & Experience

  • Bachelor’s degree in social work, psychology, public health, or a related field or equivalent experience required;
  • Minimum 2 years of professional experience managing social service and/or public health programs in community settings, including supervising staff;
  • Minimum 2 years of professional experience with advocacy and policy change initiatives;
  • Experience working with people experiencing homelessness, transgender and gender non-conforming people and familiarity with the target population is required;
  • Knowledge of homeless community resources and social centers in Southern California;
  • Knowledge of advocacy techniques to use with individuals who have been victims of domestic violence, including crisis intervention and case management. Knowledge of domestic violence interventions for practical use;
  • Knowledge of the community being served and the resources available to the residents;
  • Knowledge of programs, processes, policy, rules, and regulations as they apply to supporting domestic violence victims;
  • Knowledge of the legal rights of victims;
  • Experience working in underserved communities such as undocumented individuals, unaccompanied minors, LGBT populations, communities of color, youth/adolescents, and those experiencing homelessness, substance abuse, and/or mental illness; and
  • Bilingual English/Spanish preferred (read, write, speak)

Duties and Responsibilities

Performs a combination, but not necessarily all, of the following duties:

  • Develop strong knowledge of all services provided by SJCH and in the community to make them available to clients as appropriate;
  • Create necessary infrastructure to advance program, including coordination with St. John’s providers and staff, as well as leadership and staff of partner agencies;
  • Work with the Development team, Chief Medical Officer, and Chief of Programs to support the integration of programs;
  • Review and audit staff charts and documentation related to projects under support services programs according to organization standards;
  • Enhance and expand the program in ways that are aligned with organizational goals and that of the homeless community;
  • Supervise staff and provide coaching/development support as needed.

Grant Management

  • Manage all existing and new grants and contracts by:
  • tracking grants and contracts (ongoing monitoring of grant program goals and deliverables, monthly performance, budget, and expenditures); developing project/program work plans; developing internal reporting systems; writing reports; maintaining excellent historical records; and working with staff to ensure each project or program is meeting proposal conditions and expectations;
  • After grant award, review and address grant objectives and deliverables with program staff responsible for its implementation. Review and communicate award expiration dates, altered timeframes, milestones, and major changes in budgets to appropriate staff;
  • Work with program staff to develop and maintain all grant agreements and Memorandums of Understanding (MOUs) pertaining to grant awards;
  • Write reports for grants as assigned, including HRSA BPR report. Track, coordinate, write, and submit grant reports and contracts in a timely manner;
  • Communicate professionally with donors and partners to ensure effective grant management and advancement of program implementation;
  • Ensure patient data is entered in ECW and any external databases as it relates to grants and contracts.

Program Development and Management

  • Supervise program staff and provide development support to enrich individual productivity, work quality, and overall team engagement;
  • Provide management to select programs at St. John’s;
  • Work collaboratively with other departments to identify and evaluate program opportunities according to overall strategic objectives;
  • With the Development Team, collaborate in the development of programs, including research, planning, implementation, and evaluation components;
  • Work with clinical team to integrate designated programs into clinical workflow;
  • Work collaboratively with the Finance Department & Chief of Programs to manage program budgets and ensure they are in good standing;
  • Track program outcomes as specified by grant objectives;
  • Ensure regular dissemination of activities or results of program planning and improvement efforts, including frameworks, program descriptions, articles, reports or decision tools, across departments and to external audiences, where appropriate;
  • Establish and maintain healthy relationships with external community-based organizations within the field of persons experiencing homelessness, DV, IPV, Human Trafficking, and abroad;
  • Seek and develop collaborative prospects to strengthen opportunities and resources available to the community and the organization as a whole;
  • Participate in external committees that broaden the organization;
  • Submit monthly reports to Director of Support Services and Grant Management and provide data on all affiliated programs and grant-related activities;
  • Create rapid re-housing, domestic violence, sexual assault, intimate partner violence presentations/trainings, and technical assistance tools for St. John’s providers and staff;
  • Attend meetings, trainings, and other work-related events as needed;
  • Ensure implementation of housing first, harm reduction and trauma informed care methodologies when appropriate;
  • Create workflows and enhance processes to improve program goals and objectives;
  • Maintain understanding of the victim’s immediate safety and help them obtain/maintain resources as needed to maintain their safety;
  • Assist clients in completing protection from abuse petitions;
  • Advocate for the clients in the judicial system as appropriate;
  • Maintain timely and thorough files for each client served, including copies of all documents and data input into eCW; maintain related statistics;
  • Conduct ongoing audits and regular file reviews to ensure accuracy and integrity of all documentation;
  • Develop and maintain working relationships with law enforcement, district attorneys, social service agencies resources in the county;
  • Regularly attend municipal, district, and circuit courts as assigned to advocate for existing clients and to be available should individuals need victim supports;
  • Develop and maintain partnerships with local and state agencies involved in the prevention of persons experiencing homelessness, domestic violence, sexual assault, intimate partner abuse, and human trafficking;
  • Provide education and serve as a subject matter expert regarding persons experiencing homelessness, domestic violence, sexual assault, intimate partner abuse, and human trafficking, for the county through public speaking engagements, personal contacts, law enforcement and judicial training, and being available for the community;
  • Host special events in the community and introduce new programs and support services to the community.
  • Maintain current knowledge of developments in the area of supporting domestic violence clients; look for ways to enhance existing skills.
  • Maintain office hours and be responsive to phone calls from individuals needing assistance; forward calls to cell phone
  • Maintain timely and well organized statistical information for the services provided in the county; this will include using the software and completing necessary form.

Evaluation

  • Work collaboratively with the QI and Compliance Committee to measure, evaluate and improve program effectiveness including HRSA quality measures
  • Act as primary contact for outside evaluators on larger agency program evaluations
  • Recruit and supervise interns, partners, or staff resources to execute evaluation projects;
  • Design and conduct internal evaluations as necessary for grant deliverables, including assisting Development Team with evaluation components for grant applications and quarterly/yearly reports
  • Facilitate and analyze annual patient satisfaction surveys
  • Develop mechanisms to monitor and measure program results to increase effectiveness, efficiency, and impact
  • Track program outcomes as specified by grant objectives
  • Attend meetings, trainings, and other work-related events as needed
  • As an exempt position, evening and/or weekend hours may be required to ensure the fulfillment of all duties and responsibilities; and
  • Other duties may be assigned or may be modified as business needs dictate.

Drop-In Center Responsibilities

  • Co-Manage and supervise the drop-in center Avalon site day-to-day activities and be present 2-days a week;
  • Ensure there is adequate staffing coverage at the drop-in center daily and coordinate with Homeless Program Manager to ensure clear communication on coverage needs are met;
  • Supervise, coordinate, and monitor program evaluation activities;
  • Ensure program supplies and food are ordered in a timely manner;
  • Create workflows and revise program manual and forms as needed;
  • Attend meetings, trainings, and other work-related events as needed;
  • Manage and ensure adequate staffing to support the food distribution programs as needed;
  • Collect, analyze and report on data collected for the drop-in center activities and services;
  • Administrative duties such as billing, requisitions and financial reporting;

Supervisory Responsibilities

  • This position oversees all program staff providing services
  • Ensure there is adequate Drop-In Center program staff and conduct performance management and hiring of the employees within the team.
