St. Johns County Board of County Commissioners is seeking a Risk and Benefits Officer for our well-established Human Resources and Risk Management department whose headquarters are located in beautiful St. Augustine, Florida. In 2019 St. Johns County was ranked the 10th fastest growing county in the United States showcasing that there is truly something for everyone in St. Johns County!The St. Johns County Human Resources and Risk Management Department is responsible for developing strategic partnerships and collaboration to attract, develop and retain a high performing workforce and promote a healthy, safe and productive work environment for its employees, departments, community partners and the public with the intent to position St Johns County as an employer of choice.Employees work in a team-oriented environment in a variety of divisions with two common goals in mind: to provide the best services to our citizens and to be the best public utility in North Florida. The newly selected Risk and Benefits Officer will oversee the guidance of the County’s Risk Management, Worker’s Compensation program, and the Self-insured Health Plan & Benefits programs.
EXAMPLE OF DUTIES
The ideal Risk and Benefits Officer candidate must possess St. Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to: Manages the County’s workers’ compensation program and health insurance plan benefits. Oversees medical recovery and supports impacted employees and supervisory staff. Coordinates and provides recommendations for alternative work assignments and facilitates and provides training for County employees. Ensures all Risk & Benefit programs and services comply with applicable County policies and procedures and state and federal regulations.Reviews and evaluates Risk & Benefits operations, work products, methods, procedures and performance outcomes; and identifies opportunities to improve overall department performance.Creates and conducts open enrollment programs and communicates clearly. Explains benefit options to employees as well as explains rules, regulations, policies, statutory requirements and impact/consequences to Management in relation to employee insurance benefits and workers’ compensation.Oversees, processes and inputs new insurance claims, sets up claim files, records information, interprets and implements rules and regulations pertaining to coverage.Researches and prepares health benefits, and risk management reports, including but not limited to investigations of accident or loss circumstances, claims settlement requests, public records management, and other analyses.Ensures the proper completion of all Risk and Benefits related third-party claims, notices of claims and other required reporting. Serves as liaison to County employees, insurance carriers, outside agencies, attorneys, and the public to ensure proper and complete communication and documentation of incident activities.Provides excellent customer service to the employees, the public, and to customers of the department. Directs, monitors and reports on all employee drug testing.
