Primary Purpose

The 911 GIS Technician I is responsible for duties associated with the advanced maintenance and the basic quality control of databases that are used for 911 and public safety. The position assists with manipulating the data used for location identification within the 911 system. This position will require the use of GIS as the primary tool for data creation, editing, comparison, maintenance, and quality control. This position assists with gathering, reviewing, and field verifying addressees and change of addresses throughout St. Johns County. This position will use GIS as a principal method to work with and communicate with other departments and agencies regarding 911 and public safety. This position will support the information vital to 911 emergency dispatching, call taking, 911 location identification, and all other public safety functions. This position requires public outreach and effective communication with the vested public of St. Johns County.

Education and Qualification Requirement

  • Minimum: High School Diploma or Equivalency
  • Advanced knowledge of ESRI ArcGIS software
  • Intermediate understanding of the concepts behind data management in a relational database
  • Proficient with Microsoft Office and Excel
  • Type 25 WPM accurately
  • Valid Florida Driver’s License

Duties

  • Perform all the duties of a 911 GIS Specialist
  • Create and manage user accounts and account permissions for 911/GIS third party software applications as needed
  • Create stand alone and GIS databases specific to the 911 system
  • Perform data comparison tasks within multiple related databases within GIS
  • Create and update GIS data on the ArcGIS server
  • Generate reports and data deliverables in multiple formats using the advanced concepts of data analysis using ArcGIS mapping software to include ArcMap, ArcGIS Pro, Python scripting and ArcGIS Online
  • Create, maintain, and update the GIS data for third party software applications with the Sheriff’s Office
  • Create GIS data as needed
  • Produce electronic mapping products using GIS and paper maps using a plotter as needed
  • Utilize GIS as a tool to research and correct discrepancies with the data in the 911 system
  • Create and update 911 GIS SOP’s
  • Maintain and test third party software/hardware when needed
  • Create, maintain, and edit applications
  • Perform quality control checks on GIS data
  • Utilize computers/applicable software/office equipment/printers/plotters/scanners/GPS
 

Job Controls and Complexities

  • Report directly to supervisor
  • Adhere to laws/agency policy/rules/ regulations/SOP/ procedures, as well as National and State 911 Rules and Regulations
  • Maintain confidentiality/security of files and information obtained in the course of employment
  • Process/compile/disseminate record/public record information as directed by approving authority in accordance with lawful requirements
  • Provide assistance to citizens, visitors, employees and other public and private entities in an effort to meet their needs and build positive community relationships/resolve complaints/address conflicts
  • Maintain continuity and operational efficiency by accurate and timely dissemination of information to Staff and co- workers
  • Adhere to leave, overtime and attendance policies/procedures (i.e. arrive promptly, regular attendance at work, notification to supervisor regarding absence from work due to illness or untimely incidents, etc.)

Grade Classification

  • Field work required
  • Work is primarily in an office environment under normal amount of stress
  • Normal business hours apply; however, hours are subject to vary and overtime may be necessary including nights, holidays, and weekends
