The Procurement Director is a Senior Management position responsible for development and implementation of procurement policies, practices, electronic procurement systems and strategic leadership. As a leader of our public procurement team, you will lead a team of 7 contracts and procurement specialists.
Job duties include:
- Serves as office’s director of procurement services. Leads the District’s procurement efforts by developing relationships with customers and ensuring a strong and cross-trained team. Seeks to continuously improve the District’s procurement process through innovation, development of templates and tools, scheduling, planning, tracking and managing workloads. Ensures procurement activities comply with federal and state laws as well as District procurement policies and directives. Establishes metrics and goals for procurement staff and customers to ensure appropriate turnaround times and quality of product.
- Manages the procurement team in a manner that is responsive, promotes integrity, fairness and encourages diversity. Oversees the preparation of all procurement actions for goods and services in a timely manner exercising personal initiative and sound business judgment in order to provide the best value product or service that will meet the District’s needs. Resolve procurement issues including solicitation clarifications with vendors and contractors and assisting with procurement dispute resolution.
- Provides procurement process training for division staff. Provides planning, scheduling, and tracking of procurement projects throughout the fiscal year. Serves as liaison with the Office of General Counsel staff regarding all procurement related compliance actions.
- Prepares all correspondence, documentation, files, and Governing Board agenda items consistent with applicable Florida Statutes and District rules, policies and procedures in a clear, concise and correct manner.
- Assures the completeness, accuracy and security of procurement records and files, including computer files and databases.
Skilled In:
Process improvement and developing tools and templates to meet goals and objectives. The use of automated procurement/financial systems; utilizing the principles and practices of effective and persuasive communication to elicit information and negotiate problem resolution; independently adapting, interpreting, and applying written guidelines, precedents and standardized work practices; exercising initiative, judgment, and decision making in solving problems and meeting organizational objectives.

Minimum Qualifications:
A bachelor's degree from an accredited college or university in business administration, public administration or related field and five years of contract administration or procurement experience, two of which must have been in a supervisory capacity. Professional contract administration or procurement experience can substitute on a year-for-year basis for the required college education.
Additional Qualifications:
- Certified Public Procurement Officer certification.
- Deep knowledge of and familiarity with procurement law and methods.
- Experience working in government/the public sector.

Starting Salary Range: $102,294 - $138,091
Starting salary is based on qualifications and experience.
